The Small Business Awards Ceremony for Fiscal Year 2023 provides a platform to honor individuals and commands that have demonstrated exceptional commitment and achievement throughout the year. As we celebrate these deserving winners, we also acknowledge the small businesses professionals that work tirelessly throughout the year.
Individual Awards:
Program Manager of the Year: Mr. Daniel Killip, Army Corp of Engineers
This award recognizes the exceptional leadership and management skills of individuals who oversee small business programs within their respective agencies. Mr. Killip has shown extraordinary dedication by creating opportunities for small businesses to prosper in government contracts. His unwavering support for small businesses is reflected in the total value of awards, which amount to $50million.
Contracting Professional of the Year: Mr. Stephen Heath, Army Materiel Command
This award recognizes the professionals who have demonstrated excellence in executing contracts with small businesses. Mr. Heath’s close collaboration with his assigned Small Business Professional (SBP) led his office to exceed all assigned Fiscal Year (FY) 23 SB goals (MICC- Fort Campbell exceeded SB goals by 9.24%; SDB goals by 10.60%; SDVOSB goals by 1.26%; WOSB goals by 2.37%; and HUBZone goals by 44.87%.) Additionally, Mr. Heath’s office finished FY23 with the top small business achievement percentage (97.86%) among all 28 MICC Contracting Offices.
Small Business Professional of the Year: Ms. Alisa Marshall, Army Corps of Engineers
This award honors individuals who have made significant contributions to the advancement of small businesses through advocacy, mentorship, and support. Ms. Marshall has distinguished herself by working diligently to ensure that all small businesses were kept informed of the evolving program and various business opportunities within her district.
Beyond The Call of Duty: Ms. Kathy Kinnett, Army Corps of Engineers
This award recognizes small business professionals that have exhibited outstanding commitment, innovation, and resilience in their operations. Ms. Kinnett exemplifies selfless service, integrity and personnel courage that provided positive impact to the small business program, especially in times of disaster.
Command Awards:
Small Business Program- Army Materiel Command
The Army Materiel Command is being recognized for their exceptional contributions to the Army’s small business initiative. During FY2023, Army Materiel Command led the way by obligating over $11.36b and awarding 42,6608 contract actions to small businesses. This prestigious achievement and exemplary performance are in keeping with the highest traditions of Army priorities and reflect greatly on the Army Materiel Command and the Army Small Business Programs.
Small Disadvantaged Business Utilization Program- Army Corps of Engineers
The U.S. Army Corps of Engineers (USACE) is being celebrated for its remarkable achievements in FY23. USACE awarded approximately $6.1 billion to small-disadvantaged businesses, marking the highest expenditure in the federal government. USACE has also strategically focused on leveraging small businesses to execute this record program.
Women-Owned Small Business Program- Army Materiel Command
During Fiscal Year 2023, Army Materiel Command obligated over $2.15B and awarded 10,011 contract actions to Women-Owned Small Businesses. The most impactful effort, awarded at $365M, was for the procurement of support services with the ability to augment the Military and Government Civilian workforce to execute the commands mission. This achievement reflects great credit upon the Small Business Program, Army Materiel Command, and the Army.
Historically Underutilized Business Zone Program- Army Materiel Command
Army Materiel Command has led the way by obligating over $1.03B and awarding 4,766 contract actions in FY2023. This represented over 23.47 percent of the Army’s small business dollars obligated to HUBZone small businesses. AMC’s unwavering commitment and dedication have significantly enhanced the implementation and execution of the HUBZone Small Business Program.
Service-Disabled Veteran-Owned Program- Army Materiel Command
Army Materiel Command has led the way for Service-Disabled Veteran-Owned program by obligating over $1.35B and awarding 5,860 contract actions. This represented over 17.90 percent of the Army’s small business dollars obligated to Service-Disabled Veteran-Owned small businesses. This achievement and exemplary performance are in keeping with the highest tradition of the Army priorities.
