FORT BELVOIR, Va. – The U.S. Army Intelligence and Security Command (INSCOM) revitalized its Civilian Employment Recruitment Program in a multi-year effort dedicated to attracting and retaining the most talented individuals in the nation.

The U.S. Army Intelligence and Security Enterprise (AISE), part of the U.S. Intelligence Community, is facing one of the most challenging recruitment landscapes in decades and has dealt with the negative impacts of slow hiring processes, restrictive job requisitions and poor candidate experience.

To combat these challenges, INSCOM has incorporated HireVue, a comprehensive hiring experience platform, into their recruitment program. This internet-based tool streamlines workflows in accordance with the organization's hiring process, resulting in more flexibility, affordability and quicker time-to-hire. INSCOM now sees a 66% faster time-to-interview, which is three weeks on average. According to the Office of Personnel Management, candidates going through a traditional federal hiring process can expect to be contacted about an interview about 15-30 days after applying.

At INSCOM, Jessica Mims, director, Human Resources, INSCOM G1, and Rita Scamurra, program coordinator, Human Resources Civilian Recruiting, INSCOM G1, work in tandem to bolster hiring and recruiting efforts and support hiring managers and prospective candidates.

"Many people are unaware that they can pursue a career with the Army," said Mims. "Part of our mission is to educate potential employees about the various opportunities and benefits offered by the government."

David Kim, INSCOM director of support, says civilians may not wear an Army uniform, but their roles within the U.S. Army Civilian Corps are equally essential.

"These individuals work alongside uniformed soldiers, fulfilling crucial support positions across more than 500 career fields,” said Kim. “With over 330,000 employees, the Army Civilian Corps stands as one of the largest, most active and successful organizations within the Department of Defense.”

Scamurra lauds HireVue as a convenient ‘one-stop-shop’ for hiring managers, highlighting its user-friendly nature and centralized functionality, unlike other popular platforms.

"USAJobs can be a challenging platform to use, but HireVue is simple to use and keeps everything centralized for us, the applicant and the hiring manager," Scamurra said.

The tool also shifts the traditional interview process from eight-hour days of in-person interviews to interviewing candidates on demand, which reduces time zone constraints and expands the pool of potential candidates.

Mims and Scamurra have also devoted their efforts to recruiting events to reach potential candidates. During Fiscal Year 2023, INSCOM organized 19 career fairs, and an additional 14 are planned for FY 2024. Over the past year, the program has seen an average of approximately 700 attendees per virtual event.

Headquartered at Fort Belvoir, Virginia, INSCOM executes mission command of operational intelligence and security forces; conducts and synchronizes worldwide multidiscipline and all-source intelligence and security operations; and delivers linguist support and intelligence-related advanced skills training, acquisition support, logistics, communications, and other specialized capabilities in support of Army, Joint, Coalition Commands, and the Intelligence Community.
