Joseph Baumann was promoted to Lt. Col. at a ceremony held January 10, 2024 at the USACE Chicago Headquarters building. He was accompanied by his wife and extended family who helped pin on his new rank.

Baumann is the Deputy Commander of the U.S. Army Corps of Engineers (USACE), Chicago District. He assists the District Commander with the responsibility for water resources development in the Chicago metropolitan area, upper Illinois River watershed, Lake Michigan watershed in Wisconsin, and the upper Wabash River watershed in Indiana – an area of about 31,500 square miles.

Baumann, a native of Brookfield, Wisc., started his military career as a United States Army engineer Lieutenant and earned a Bachelor of Science in Systems Engineering in 2007 from the United States Military Academy. He also holds a Master of Science in Engineering Management from Missouri University of Science and Technology and a Master of Science in Industrial Engineering from the University of Wisconsin. He is a graduate of the U.S. Army Command and General Staff College, the Engineer Captain’s Career Course, and the Engineer Officer Basic Course.

Prior to arriving to the Chicago District, Lt. Col. Baumann served as the Brigade Operations Officer for 1st Brigade, 3rd Infantry Division at Fort Stewart, Georgia and previously served as a Project Manager and District Chief of Staff at Seattle District from 2018-2020.

Col. Kenneth Rockwell, Commander of the Chicago District says of Baumann, “In the Army, and across the Engineer Regiment, he is very highly respected.”

In a speech to the Chicago District staff Baumann says, “I am extremely proud to be part of this organization. It’s an organization that is diverse and that is high performing.”

Baumann says. “I am extremely grateful for everything you’ve done for me, everything you’ve done for the Chicago District and everything you do for the Corps of Engineers.”

Lt. Col. Baumann’s promotion was effective as of 2 November 2023.
