WHEELER ARMY AIRFIELD, Hawaii – U.S. Army Garrison Hawaii will transition to a new ID card scanning process at all installation access control points throughout the month of October.
The Automated Installation Entry, or AIE, system is the Army’s enterprise installation access control system, and is designed to strengthen safety and security.
AIE is critical for the identification and denial of terrorists, criminals and potential insider threats attempting to access Army installations.
The new system will provide continuous vetting against various criminal information databases of all affiliated personnel (ID card holders) as well as contractors and all visitors.
The procedures for gaining access to the installation will not change. Department of Defense ID card holders will still present their ID to the gate guard. Visitors will still present their visitor pass and valid ID.
Once scanned, the individual’s credentials will be validated against federal and installation databases. Once verified, entrance will be granted.
The first time an ID card is scanned, it will be registered. This may take an additional one to three seconds, and may result in longer wait times at gates. Registration is a one-time event.
All non-DoD affiliated civilians, such as contractors, family members who are not enrolled in DEERS, or long-term visitors will need to register before they can receive a new AIE access badge. Registration will occur at one of the visitor control center locations.
Department of Defense-affiliated personnel (service members, personnel and command sponsored family members) will automatically be registered with their first ID card scan.
Visitors will be registered when they apply for a visitor pass (at a vehicle processing center or visitor control center).
Visitors who currently have an installation access or controlled access pass, Gold Star family member identification card, or Veteran Health Identification Card will still be able to use their credentials until Dec. 31 or until it expires, whichever is earlier. Visitors with a contractor Rapid-Gate badge have until Dec. 26.
The garrison encourages those who have these types of passes to go to a visitor control center and get a new AIE Badge as early as they can.
AIE badges and visitor passes can be issued at a visitor control center. There are four locations pre-register:
- Lyman Gate Vehicle Processing Center located on Schofield Barracks open, 24 hours a day.
- Buckner Gate Vehicle Processing Center located on Fort Shafter open, 24 hours a day.
- The Visitor Control Center at Leilehua Golf Course is open, Monday-Friday from 7:30 a.m.-3 p.m. and is located at 199 Leilehua Road, Wahiawa, HI 96786.
- The Visitor Control Center at Tripler is open, Monday-Friday from 5 a.m.-9 p.m. and is located at 317 Jarrett White Road, Honolulu, HI 96819.
How to Render ID at the Gate
Approach the gate slowly and ensure you pull close enough to reach your arm out to the guard; be mindful of mirrors.
Ensure to lower your window(s).
Hand your ID card to the guard/soldier to be scanned.
Wait for access to be granted.
Proceed slowly through the gate onto post OR take direction from the gate guard or other law enforcement personnel.
System Scan
The AIE system validates identification credentials against authoritative databases. The system also allows security guards to quickly determine if an ID card is expired, has been reported lost or stolen, or if the bearer has restrictions regarding access to a U.S. Army Hawaii installation (such as driving restrictions or barred from the installation).
If an ID card has been reported lost or stolen, guards will confiscate the card. Each time an ID card is scanned, the system will also compare the information to an FBI database to determine if there is a match for any outstanding arrest warrants or for any other security related concerns.
These concerns may include a criminal history including: National Sex Offender Registry File, Identity Theft File, Foreign Fugitive File, Violent Persons File, Protection Order File, Immigration Violator File and Terrorist Screening Database.
Visitor Passes
Visitor passes will continue to be issued to all non-DoD persons with a valid reason for entering the installation. Anyone seeking a visitor pass will undergo a security vetting process.
