
Spencer has 26 years of experience in the Transportation Command and leads a team responsible for booking cargo, managing contracts with commercial carriers, quality control and many other vital functions.

JOINT BASE LANGLEY-EUSTIS, Va. April 21, 2021 —Vicki Spencer announced her upcoming retirement after more than 36 years of civil service during a daily operations sync meeting at the 597th Transportation Brigade headquarters today.
Spencer is the Ocean Cargo Clearance Authority Chief and leads a fast-paced team of dedicated quality-assurance and customer service professionals in the Booking Office and Quality Assurance Office at Fort Eustis. On any given day, they are booking or tracking thousands of pieces of military equipment or cargo movements for large government agencies. They are one of the first points of contact for military units or departments who need to transport equipment at the speed of war around the world and they remain a constant point of contact throughout the deployment process.
Under her leadership, the Military Surface Deployment and Distribution Command's Ocean Cargo Clearance Authority team took all orders by phone to ensure that the booking paperwork is complete and accurate, which greatly enhanced military readiness by taking the load off of the deploying and redeploying units.
During her remarks, Spencer said she appreciates everyone’s support and well wishes from the Surface Warriors family. Spencer said that it was a hard decision to make, but she is looking forward to spending time with family and checking off a new bucket list item every week for the rest of the year.

A retirement ceremony is planned at the Military Surface Deployment and Distribution Command headquarters in Scott Air Force Base, Ill. later this year.
