PEO C3T welcomes new leader, Brigadier General Robert M. Collins

ABERDEEN PROVING GROUND, Md. (June 1, 2020) - Brigadier General Robert M. Collins assumed the charter from Lieutenant General David Bassett, Program Executive Officer for Command, Control and Communications - Tactical (PEO C3T), during a ceremony today at Aberdeen Proving Ground, Maryland.

Brig. Gen. Collins comes to PEO C3T after serving as the Program Executive Officer for Intelligence, Electronic Warfare and Sensors (IEW&S) since May 2019, where he provided technical and managerial oversight of the development, acquisition, fielding, and lifecycle support of the Army's portfolio of intelligence; electronic warfare; cyber; integrated base defense; force protection; position, navigation, and timing; biometrics; and target acquisition programs. Brig. Gen. Collins makes his return to PEO C3T after previously serving as the product manager for Warfighter Information Network-Tactical (WIN-T) Increments 2 and 3 from April 2010 to July 2013, among many other assignments within the broader acquisition community.

Under Lt. Gen. Bassett's leadership, PEO C3T has been instrumental in mapping the plan that introduced changes to the tactical network design. PEO C3T teamed with other Army stakeholders, including Army Futures Command, to devise a transformative solution - the Integrated Tactical Network (ITN) - with advanced commercial technologies and pioneering network design, to help the Army keep pace with emerging threats. The program office conducted multiple focused ITN demonstrations, experiments, and assessments at lower echelons during several operational exercises and training events, which will lead to fielding of capability sets starting in FY21, and continuing on a two-year basis. The PEO C3T team also developed, tested and fielded the Army's newest mission command system, the Command Post Computing Environment (CPCE), designed to deliver warfighting functions as software applications.

"PEO C3T delivers Soldiers the tactical network, which provides our Army the ability to fight tonight," said the Honorable Dr. Bruce D. Jette, Assistant Secretary of the Army for Acquisition, Logistics & Technology (ASA(ALT)) and Army Acquisition Executive (AAE). "Under Lt. Gen. Bassett, PEO C3T is at the forefront in delivering our Army a modernized network and fostering an extraordinary relationship between Army Futures Command, resulting in tactical modernization network across more than 200 units fielded last year alone."

Upon conclusion of the Change of Charter, Bassett was promoted to Lieutenant General during a private ceremony, hosted by Lieutenant General Edward M. Daly, Deputy Commanding General of the United States Army Materiel Command.

Lt. Gen. Bassett will assume his new role as the Director of the Defense Contract Management Agency (DCMA) at Fort Lee, Virginia, on June 4, 2020. As the director, he will lead a Department of Defense agency consisting of more than 12,000 civilian and military personnel who manage more than 300,000 contracts, performed at 15,000 locations worldwide.

As the new PEO C3T, Brig. Gen. Collins will guide a workforce of more than 1,600 personnel who acquire, field and support the communications networks, radios, satellite systems and other hardware and software Soldiers require for information dominance on the battlefield.
