CSM Frank Gutierrez is a native of San Antonio, Texas, and enlisted in the Army in 1990 and attended Basic Training at Fort Jackson, S.C., He graduated from Advance Individual Training at Fort Gordon, Ga., as a 31C, Single Channel Radio Telephone Operator. CSM Gutierrez has served in the Army for 27 years.
CSM Gutierrez' duty began with the 82nd Airborne Division. While assigned to the division, he served as Team and Section Chief within the 82nd Assault Command Post Platoon. He also served as the commanding general's Radio Telephone Operator and was selected as a Jumpmaster Instructor at the Fort Bragg Advanced Airborne School.
CSM Gutierrez has received numerous recognitions. He graduated as Distinguished Honor Graduate and Leadership Award recipient while attending the Advanced Leaders Course. While at Fort Bragg he was selected to serve in the U.S. Army Recruiting Command and earned USAREC's Gold Badge with 3-star sapphires, was named the New Recruiter of the Year (1996), and made the top 100 recruiters list in the U.S. Army in 1997.
He next served in U.S. Army Special Operations Command, assigned to 1st Battalion, 10th Special Forces Group in Stuttgart, Germany, as a Communications Sergeant with the Commanders In extremist Force (CIF). He served on Operational Detachment Bravo and supervised communications, training and joint project development within Naval Special Warfare Group 2, Explosive Ordnance Disposal, Air Force Combat Control Team, and conducted SOF-related research and development engineering projects. During this assignment he worked directly with the U.S. National Force, the Marine Corps, Special Operations Command (MARSOC), the Naval Special Warfare Command (NAVSPECWARFARE), Special Operations Command, Europe (SOCEUR), the U.S. Special Operations Command (SOCOM), and National Force assets from five European countries on the development
of Tier 1 interoperable communications platforms.
CSM Gutierrez served in several capacities within USASOC, from Plans and Operations NCO, Plans NCOIC, unit First Sergeant, and S3 Sergeant Major. He had direct involvement in project development and support mission planning with every Special Forces unit in the Army.
As an E8 promotable, he was assigned to the U.S. Army Training and Doctrine Command (TRADOC) at Fort Gordon as the Battle Command Systems Directorate Sergeant Major. He also served as
Senior Instructor Writer and supervised Advanced Individual Training for more than 15,000 Soldiers -- 25C (radio), 25L (cable) and 25U (systems maintainers) -- for the 369th Signal Battalion, 15th
Signal Brigade.
He was selected for promotion to command sergeant major and attended the U.S. Air Force Senior NCO Academy (the Air Force equivalent of the U.S. Army Sergeants Major Academy) and graduated as Distinguished Honor Graduate. He then served with 21st Signal Brigade as the 114th Signal Battalion Command Sergeant Major at the Raven-Rock Mountain Complex (Site-R), as part of the Pentagon reservation. While there, he served in dual capacities as Battalion and Garrison Command Sergeant Major to Site-R.
He was then selected under the Army Special Operations Forces (ARSOF) Command Select List and reassigned back to Special Operations in dual capacities as the Command Sergeant Major of 112th
Signal Battalion and Senior Signal Sergeant Major for USAOC. While there he chaired the ARSOF Senior NCO Talent Management Selection Boards for all communications personnel under USASOC and was selected for Brigade CSM.
CSM Gutierrez was then assigned to Southwest Asia and served with the 160th Signal Brigade, dual-hatted as the Brigade and Task Force Signal Command Sergeant Major in Afghanistan. CSM Gutierrez has deployed numerous times in support of OEF and OIF and between 2002 through 2015.
He was then selected to serve as the Command Sergeant Major for the 5th Signal Command in Wiesbaden, Germany, under the U.S. Army Network Enterprise Technology Command (NETCOM) and U.S. Army, Europe (USAREUR). CSM Gutierrez remained in Germany until being selected for his current position as Command Sergeant Major, U.S. Army Research, Development and Engineering Command (RDECOM) at Aberdeen Proving Ground, Md., assuming responsibilities 25 August, 2017.
