ROCK ISLAND ARSENAL, Illinois -- In his second day on the job, Jay Carr, executive director, Army Contracting Command-Rock Island, held a town hall at Heritage Hall, Nov. 29. The intent of the town hall was to present his priorities, expectations, and leadership philosophy, and to answer questions.
Carr opened the town hall stating that he will spend much of the next 4-5 months meeting with as many employees as possible to discuss their ideas and opinions about the organization. He also plans on making daily walk-arounds of the center to help him increase his knowledge of all organization functions.
"I'm going to meet with everybody in this center at some point, either individually or as a group to talk about -- in a non-attributional manner -- what do you think is going good and what do you think is going bad," said Carr. "What are the things that we need to work on and what are the things that we need to keep?"
Though the organization operates under increasing workload with limited resources, Carr said he expects all employees to be responsible and engaged, and to take an active role in their job. He said he will hold himself responsible for providing as much resources and training as he can in order to foster an environment in which people enjoy coming to work.
Carr said he doesn't live in a "zero-defect world" and doesn't expect any of his employees to hold themselves to a perfect standard.
"I don't think anyone in this room wakes up in the morning and comes in and says, 'You know what, I think I'm going to screw this up today,'" said Carr. "We all learn from our mistakes, and I'm not talking about lowering the quality of what we do, I'm just talking about the tolerance level for mistakes that are made and understanding that you're not going to get in trouble for those things."
Carr said becoming executive director of ACC-RI is a "dream job" that he never thought would happen when he started working at Rock Island.
"It is a privilege for me to be executive director of this organization," said Carr. "I take it very seriously and I will work as hard as I can to help make this organization even better than it already is."
