D3I Domain 2 contract awarded

REDSTONE ARSENAL, Alabama -- Today, the U.S. Army Contracting Command--Redstone awarded six small business contracts in support of the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command's Design, Development, Demonstration and Integration, or D3I, Domain 2 program.

The awardees are Huntsville-based firms COLSA Corporation.; CybEx LLC, MEI Technologies, Inc.; Team SdA (Sentar, decibel Research, Inc., and ASRC Federal Space and Defense); and Torch Technologies, Inc., as well as Decisive Analytics Corporation in Arlington, Virginia.

D3I Domain 2 will provide enhanced Warfighter capabilities to the USASMDC/ARSTRAT mission by contractually supporting the command's efforts to design, develop, demonstrate and integrate products focused on the development of space, missile defense, and high altitude capabilities that enable the Warfighter to effectively support U.S. Strategic Command, other combatant commands, Department of Defense, other services, and other government agencies.

D3I Domain 2 is a multiple-award indefinite-delivery/indefinite quantity vehicle procured as a 100 percent small business set-aside, and provides for a total potential program ceiling value of $504M. Each awarded contract carries a five-year base ordering period and two consecutive two-year optional ordering periods within which specific Domain 2 task order requirements will be competed among the six awardees.

The USASMDC/ARSTRAT D3I program will be utilized to conduct research for the development of hardware components and software solutions for space, high altitude, missile defense, information integration and data exploitation, and enhanced Warfighter capabilities. Material and hardware products will be deliverable end items.

The D3I Acquisition is delineated into three separate "domains.

- Domain 1 is titled "Space, High Altitude, and Missile Defense/Ground Systems" and will be procured as a full and open acquisition.

- Domain 2 is titled "Information Integration and Data Exploitation" and procured as a small business set aside and awarded February 18, 2016.

- Domain 3 is titled Enhanced Warfighter Capabilities and will be procured as a small business set aside. Domain 3 was awarded December 17, 2015, to Huntsville-based firms AEGIS Technologies Group, Inc.; Quantum Research Internationa,l Inc.; and Radiance Technologies, as well as Decisive Analytics Corporation in Arlington, Virginia.
