REDSTONE ARSENAL, Ala. -- Rather than visit every Army organization, the director of the Army's Office of Business Transformation said he is on the hunt for those that demonstrate the service's best business practices.
Lt. Gen. Thomas W. Spoehr offered high praise during his tour of the Army Materiel Command headquarters and Redstone Arsenal Aug. 5-7.
"AMC is the best in the Army," Spoehr said. Not only is the command successful in incorporating practices that increase efficiencies, AMC also excels at measuring its performance.
As the Army winds down from more than a decade of war, Spoehr said it's imperative to focus more on efficiencies.
"Our absolute primacy has been on effectiveness," Spoehr said. "We've raised 13 years of officers who know only an Army that is prepared for war, who would have all they needed."
As the Army transitions, Spoehr said it must find the balance between effectiveness and efficiency and the sooner, the better.
"AMC is moving quickly," he said, noting the command is experiencing the effects of a shrinking budget. He also commended AMC for its dedication. "As I walk around it's what I've heard at AMC. It's in the strategic plan; it's on the employees' lips. They all know they need to become more efficient."
Among the meetings and briefings during his tour, Spoehr received an update on AMC's implementation of the Logistics Modernization Program. The software program integrates business processes and provides data on maintenance, repair, planning, finance, supplies and services. The second increment automates the shop floor for full standardization and full visibility of depot maintenance and item management.
Spoehr also recognized the July announcement of the 2013 Lean Six Sigma Excellence Awards Program winners that included the Army Materiel Command. AMC completed more than 700 projects last year and realized a savings of $87.7 million in financial benefits.
"As I talk to leaders, I want to hear how they achieved such success and how we can distribute that across the Army," Spoehr said.
The Office of Business Transformation stood up in 2010 with a mission to assist the Army in its continuous transformation of business operations across the enterprise and to more effectively and efficiently use nation resources.
"As I'm here, I also want to hear from leadership what Headquarters Department of the Army can do better and take those back with me," he said.
