Aberdeen Proving Ground, Md. (May 6, 2014) --Gary P. Martin, U.S. Army Communications-Electronics Command's (CECOM) deputy to the commanding general, received the 2014 Secretary of the Army award for Diversity and Leadership at a ceremony held at the Pentagon auditorium on Monday morning.

The Under Secretary of the Army, The Hon. Brad R. Carson, hosted the ceremony and presented Martin with the award. "I firmly believe that if we empower our public servants and trust their abilities, they will carry us beyond our furthest goals to accomplishments undreamed of," said Carson. "Behind these awards are immense accomplishments, and behind these accomplishments are incredible people."

Martin was recognized for his exceptional service to the U.S. in the areas of equal opportunity and public service, both within the civilian community and the Army. Martin's award citation said he "contributed significantly to the ability to sustain the Army's Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance (C4ISR) capabilities world-wide by leading, motivating, inspiring, and influencing others in the commitment to equal employment opportunity. He has created a positive command climate both in CECOM and throughout the installation that has enhanced the Army's future readiness by his leadership and dedication to diversity."

As the senior civilian leader, Martin had identified and addressed major challenges in acquiring, developing, and retaining a workforce both for a command and an installation undergoing complex transformations. His accomplishments included his leadership during the move from Fort Monmouth, N.J., to Aberdeen Proving Ground (APG) under the Base Realignment and Closure Act of 2005; his coordination of the diversity and Equal Employment Opportunity training for CECOM leaders through the US Equal Employment Opportunity Commission; and his role as the installation senior advocate and champion in the professional development and retention of the workforce at APG.
