We are the Army Contracting Command - Aberdeen Proving Ground (ACC-APG). As a Contracting Center under the direction of the U.S. Army Contracting Command, we provide global contracting support to a diverse customer base in support of the Joint Warfighter. Our Executive Director and staff components are located at Aberdeen Proving Ground in Maryland. In addition to APG, we also have a contracting presence at various locations including Adelphi, MD; Ft. Belvoir, VA; Ft. Huachuca, AZ; Frederick, MD; Natick, MA; Research Triangle Park, NC; Tobyhanna Army Depot, PA; Austin, TX; Orlando, FL; and White Sands Missile Range, NM.
We provide comprehensive contracting, business advisory support and sustained expertise through eight major competency areas: Research and Development; Command, Control, Communications, Computers, Cyber, Intelligence, and Reconnaissance (C5ISR); Installation Readiness; Chemical, Biological, Radiological, and Nuclear Defense (CBRND); Test & Evaluation; Sustainment and Soldier protection. We offer access to state-of-the art technology and a wide gamut of products and services, which provide our Soldiers with the best capabilities possible. Our contracting and procurement expertise also include installation and base operations, foreign military sales, grants, cooperative agreements, depot-level maintenance and other transactions. We take pride in our role as fiscal stewards by meeting mission partners' needs in the most effective, economical and timely manner. We provide our mission partners with access to innovative and agile solutions through our interface with industry and small business.
The Army Contracting Command-APG provides a full spectrum of world class, quality acquisition services. Major commodities include: Soldier equipment, aviation communications, man-portable radios, radar systems, computers, satellite communications, night vision equipment, command and control systems, sensors, information management systems, battery and power sources, intelligence/electronic warfare systems, mines/countermines, instruments and laboratory equipment, chemical/biological/nuclear items and miscellaneous equipment facilities supplies and a host of technical services that support its various customers' mission responsibilities. ACC-APG executes over 20K contract actions valued at approximately $15 billion dollars annually.

ACC-APG has issued the Army Open Solicitation (AOS) which utilizes multiple solicitation authorities to include Commercial Solutions Openings and Broad Agency Announcements and is available to fulfill Army requirements using both FAR and non-FAR based awards.
Two Methods:
Active Capability Gap (ACG): Invites solutions from industry through a continuously open submission process
Calls for Solutions: Allows Army organizations to issue discrete calls to industry to address a specific objective or problem set

In response to Industry's continued requests to improve communication between Army Contracting Command-Orlando (ACC-ORL), CPE ST3, and Industry stakeholders, the ACC-ORL Director/Senior Contracting Official (SCO), COL Lisbon Williams, will continue hosting monthly Procurement Administrative Lead Time (PALT) update sessions open to Industry participants intending to pursue contracts and/or business with the U.S. Government.
RSVP instructions for each upcoming session will be posted to the sam.gov website the day after each session.
Industry participants are required to RSVP for each session.
Each PALT update session will provide Industry the opportunity to request updates on specific procurements of interest in a Question & Answer (Q&A) type forum. There will not be a formal agenda, but rather an open Q&A session not to exceed 60 minutes. It will be up to Industry representatives to request an update on specific procurements of interest. Information to be provided by the Government will be limited to status updates pertaining to specific procurements. The Government will not provide any procurement sensitive information that would violate the integrity of the source selection process.

The Responsive Strategic Sourcing for Services (RS3) Office and vehicle supplies Federal and State Government Agencies with a world class solution and platform to effectively and efficiently procure their knowledge-based professional services needs in support of their global Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) missions. Our office offers premier contracting support and services throughout the complete acquisition lifecycle.
A Government-wide multiple award, indefinite delivery, indefinite quantity (IDIQ) contract for performance-based services providing customized best value solutions to a diverse group of organizations that span the spectrum of C5ISR mission requirements. The RS3 Contract has a $37.4B ceiling with a 10-year ordering period (five-year base ordering period and five-year optional ordering period). To provide the best support to our Mission Partners and their evolving needs, the RS3 Contract provides a broad scope with overarching service areas of Engineering; Research, Development, Test and Evaluation (RDT&E); Logistics; Acquisition and Strategic Planning; Education and Training Services. Step 1: To initiate a RS3 task order requirement, please initially register at the ACC-APG Home Page.
Step 4: RS3 personnel will contact the mission partner within two business days.
For customers not holding a CAC Card, please submit a request through e-mail.
Task order requirements restricted to small businesses when market research indicates two or more capable small businesses intend to propose on task orders for any of the following acquisition scenarios
The Rapid Response – Third Generation (R2-3G) Contract was originally managed by the Rapid Response (R2) Program Office. The R2 Program Office was originally chartered by the Deputy to the Commanding General, Communications-Electronics Command, to execute a unique, competitive and streamlined business process that would enable Federal Government managers to acquire contractor-provided services. The R2 Program Office provided a unique support service aiding all Federal Government managers in rapidly executing those organizations’ requirements as identified by their mission objectives. On 30 June 2015, the Director of the Logistics and Readiness Center transferred responsibility of the R2-3G Contract to Army Contracting Command-Aberdeen Proving Ground, MD. On that date, the ACC-APG RS3 Office officially assumed responsibility of the R2-3G Contract. Both program office and contracting office operations were merged to further streamline the acquisition process and to reduce operational costs.
On 15 May 2017, RS3 Base Contracts were awarded to 56 government contractor companies as part of the Phase I award process. On 18 October 2018, RS3 Base Contracts were awarded to an additional 201 government contractor companies in the Phase II award process.
