Our mission is to drive digital transformation in Army Acquisition. We do this by collaborating across the Army to align and execute PEO strategies under a shared vision.
We define digital transformation as follows:
Digital Transformation is the continuous evolution of our processes, technologies, and culture toward data-centricity. It harnesses technological advances in our products and workflows and cultivates a digital mindset in how we think and work – innovating to deliver value faster and more efficiently to the warfighter.
STRATEGY
At the heart of our mission to lead digital transformation in Army Acquisition is a clear and actionable strategy. This strategy is built upon the foundational pillars of the Army Digital Transformation Strategy (ADTS) and is designed to drive meaningful change across processes, technologies, and culture. By aligning our efforts horizontally with all the Army PEOs and vertically with Army HQ guidance, we ensure that every initiative contributes to a shared vision of innovation, efficiency, and collaboration.

Data-Driven
We prioritize data-centricity in everything we do, enabling informed decision-making and fostering transparency. By harnessing the power of data, we create actionable insights that drive operational excellence and empower leaders to make smarter, faster decisions.

Our focus is on delivering maximum value to the warfighter. We continuously evaluate and refine our processes and workflows to ensure efficiency, effectiveness, and alignment with mission priorities. Every initiative is designed to optimize resources and deliver measurable outcomes.
Digital-First
We embrace a digital mindset, leveraging cutting-edge technologies to transform how we think, work, and innovate. By embedding digital tools and practices into our culture, we accelerate the delivery of solutions and enhance collaboration across the Army Acquisition enterprise.
The CDTO Program was established in October 2024 by the Deputy Assistant Secretary of the Army for Data, Engineering and Software under guidance and authority of the Army Acquisition Executive to accelerate and align digital transformation efforts across ASA(ALT) by empowering a team of highly skilled and collaborative leaders representing each PEO.
At present, the CDTO cadre meets monthly, with extended quarterly summits. These times foster collaboration and shared vision across the Army Acquisition community. This team of exceptional leaders is breaking down silos, encouraging cross-functional teamwork, and ultimately realizing successful outcomes for the programs and the warfighter.
