Contingency Expeditionary Force Strategy White Paper
What is it'
The Contingency Expeditionary Force (CEF) Strategy White Paper promulgates the manner in which the Army will identify, source, man, equip and train Contingency Expeditionary Force (CEF) units to conduct full-spectrum operations as they progress through the Army Force Generation, or ARFORGEN, process.
This effort supports the chief of staff of the Army's objective of setting the Army on a supply-based ARFORGEN model in fiscal year 2012 (FY12). This will enable the Army to provide the combatant commanders a mission force of one corps headquarters, five division headquarters, 20 brigade combat teams, and an enabling force comprised of 90,000 Soldiers (expressed as 1/5/20/90K) annually.
What has the Army done'
The Army directed FORSCOM to lead the effort to determine the supporting tasks that must be accomplished to establish a supply-based ARFORGEN model beginning with units entering the RESET pool in second quarter, fiscal year 2012. One essential supporting task is codifying how CEF unit commanders will be supported during the RESET and train-ready pools. This white paper includes time-driven aim points to which the Army must man and equip CEF units so commanders can properly train and progressively build readiness. CEF units must be capable of accomplishing directed missions and deploying to conduct full-spectrum operations worldwide in support of the combatant commands.
What is the way ahead for the CEF Strategy White Paper'
FORSCOM will distribute the white paper to Army leaders this month. It will serve as the base document to guide revision of training and readiness publications, including AR 220-1 and AR 525-XX. The Army is preparing now for an increase in the number of CEF units and the accompanying demand on manning and equipping systems, training infrastructure and enablers at home station, and combat training center enhancements capable of supporting full spectrum operations training.
Why is this important to the Army'
Setting the Army on a supply-based ARFORGEN model in FY12 that produces a mission force of 1/5/20/90K each year provides the combatant commanders a predictable, prioritized, and flexible capability while yielding a Boots-on-the-Ground: Dwell (BOG:Dwell) ratio of 1:2 for the active component and a mobilization:demobilzation (Mob:Demob) ratio of 1:4 for the reserve component. The CEF Strategy White Paper, collaboratively developed with the Army Staff and the Readiness Core Enterprise, is the blueprint that will guide and inform both the generating force and the operational force as we transition to the FY12 CEF objective.
