Army Organic Industrial Base Modernization Implementation Plan

What is it?

The U.S. Army’s Organic Industrial Base Modernization Implementation Plan will modernize facilities, processes and the workforce across the Army’s Organic Industrial Base (OIB). This OIB Modernization Implementation Plan prioritizes and synchronizes resources toward critical facilities and capabilities to build the necessary capacity to sustain the Army’s enduring and future systems.

The OIB manufactures, resets and maintains Army equipment providing critical materiel and sustainment support to warfighters across the Joint Force. The Army’s industrial base comprises of 23 depots, arsenals and ammunition plants. These highly technical facilities and the artisan workforce helps to generate readiness and operational capability throughout Army formations.

What are the current and past efforts of the Army?

Through a 15-year OIB Modernization Implementation Plan (MIP), the Army, through the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)) and Army Materiel Command (AMC), is modernizing to bring the OIB into the 21st century.

The OIB Modernization Implementation Plan builds from the 2019 Army Modernization Strategy and the 2019 Army Organic Industrial Base Strategy, in collaboration with the Secretariat and Department of the Army partners, AMC and the Assistant Secretary of the Army (Acquisition, Logistics and Technology (ASA(ALT).

What continued efforts does the Army have planned?

The OIB will continue to support current unit readiness across the force, maintain the ability to surge, and modernize and retool to sustain the next generation of equipment.

The Army is working closely with industry experts to infuse best practices and new technology as part of a phased approach to modernize the OIB. These include, but are not limited to:

  • Updating/upgrading facilities
  • Investment in tooling and machinery
  • Recruiting/retaining the best-qualified workforce
  • Implementing cyber security and cyber protection measures
  • Improving methods of production and manufacturing
  • Energy improvements and environmental policy compliance
  • Implementing projects tied to life, health and safety of the workforce

Why is this important to the Army?

OIB is inextricably linked to the Army’s modernization priorities and signature systems. The Army’s ability to sustain, upgrade and reset its equipment relies on a ready industrial base. The end state is a 21st century OIB that sustains the artisan workforce, maintains pace with Army modernization, and enables surge capacity.
