The Deputy Assistant Secretary for Training, Readiness and Mobilization/Reserve Affairs (DASA TRM/RA) exercises the assigned statutory and regulatory responsibilities for training, readiness, mobilization, and demobilization activities on behalf of the Assistant Secretary of the Army for Manpower & Reserve Affairs.
The DASA TRM/RA oversees Army policing activities including the Army Protection Program, while also serving as the secretariat's focal point for Reserve Affairs.
Reserve Affairs Integrates reserve matters into all policy discussions and informs the ASA (M&RA) to ensure seamless policy application across the Army components, Responsible to structure, lead, and manage strategic engagement on reserve matters. Provides ASA (M&RA) oversight, guidance, and staff support to the Army Reserve Forces Policy Committee. Serves as the non-voting ASA (M&RA) Advisor to the Committee.
Training Conducts future-focused strategic analysis and planning for training and leader development policy, programs, standards, and requirements. Reviews Collective Training policy to enable commanders to attain, sustain, and report required levels of training readiness. Reviews institutional training and professional education policy guidance for efficacy and compliance.
Readiness Assess Army readiness activities including policy, procedures, data, analysis, and reports fulfilling the ASA (M&RA)’s regulatory and statutory requirements. Reviews all Global Force Management activities including Directed Readiness Tables and Apportionment Tables as relevant to HQDA. Reviews G-3/5/7 input ISO Army equities to the Joint Force Readiness Review, Semi-Annual Readiness Report to Congress, and Executive Readiness Management Group. Responsible for Regionally Aligned Readiness and Modernization Model (ReARMM) synchronization oversight.
Mobilization and Demobilization Formulates policy and assess compliance to support planning for future reserve component activations and supports the ASA (M&RA)’s approval process in order to identify mobilization and demobilization issues and trends. Enables the ASA(M&RA) Continuity of Operations Program.
Army Protection Program Formulates policy and assess compliance to provide overarching governance framework for synchronizing, integrating, coordinating, and prioritizing policies, decisions, and resources of the primary 13 Army Protection Program (APP) three subordinate, and three enabling functions. The primary APP functions are Antiterrorism, Continuity of Operations, Cybersecurity, Emergency Management, Fire & Emergency Services, Force Health Protection, Insider Threat, Law Enforcement, Mission Assurance, Operations Security, Physical Security, Security Programs and Suitability. The three subordinate functions include Threat Information Fusion & Reporting, High Risk Personnel, and Military Working Dogs. The three enabling functions are Intelligence, Counterintelligence, and Security Engineering. The APP Division applies risk management processes to integrate and coordinate protection programs into Army operations, execute program oversight, ensure senior leader accountability, and better facilitate informed decision-making and resource allocation.
Reserve Affairs Directorate Integrates reserve matters into all policy discussions and informs the ASA (M&RA) to ensure seamless policy application across the Army components, Responsible to structure, lead, and manage strategic engagement on reserve matters. Working across the ASA (M&RA) portfolio serves as the secretariat focal point for reserve affairs allowing review and assessment of the impact of policy on the reserve components including reviewing publications and issuances.
This regulation defines the authority, composition, and duties of the Army Reserve Forces Policy Committee (ARFPC) and the subcommittees on Army National Guard and U.S. Army Reserve policy. It also specifies the relationships of the AREPC and the subcommittees with other Department of the Army agencies
