What is it?

People are the U.S. Army’s greatest strength and most valuable asset. After 20 years of war, the Army shifts its attention back to People and addresses head-on the harmful behaviors that tear at the fabric of its force, including sexual assault, sexual harassment, suicide, discrimination, extremism.

What are the current and past efforts of the Army?

The Army People Strategy calls for “successful change” and the Army is changing policies and procedures to reinforce its focus on people.

  • People First Task Force – Integrates HQDA-wide response, reform, and implementation of policy, programs, and directives to ensure the safety, health, and well-being of its People.
  • Missing Soldier Policy – Clarified expectations and responsibilities of unit commanders and Army law enforcement authorities when accounting for Soldiers who are absent from place of duty.
  • Project Inclusion- Initiated a series of worldwide listening sessions with Soldiers and civilians, an examination of possible racial disparity in military justice cases, and the removal of photos from officer promotion boards.
  • People First Solarium – Brings together junior enlisted Soldiers and Officers from across the Army to focus on building diverse, adaptive, and cohesive teams that sustain readiness.
  • Defense Organizational Climate Survey (DEOCS 5.0) – This evidence-based feedback tool has been updated to help commanders identify and intervene against a variety of areas critical to command climate, including sexual harassment, sexual assault, and associated retaliation.
  • Extremism Stand Down - The Army is conducting stand downs across the force and exploring options on ways to further combat harmful behaviors. All Soldiers and Army Civilians will participate in the stand-downs.

What continued efforts does the Army have planned?

The Army will be redesigning the SHARP program as the next steps in restoring an Army-wide culture of dignity and respect.

The People First Task Force continues to refine a plan of action to address the SHARP program in order to achieve its mandate to eliminate sexual assaults and sexual harassment by creating a climate that respects the dignity of every member of the Army Family.
