Army Installations Strategy

What is it?

The U.S. Army Installations Strategy is the first strategy to identify the need for modernized, resilient and sustainable installations. This strategy (AIS) describes how installations will modernize to support the Multi-Domain Operations (MDO) Ready Force over the next 15+ years.

What are the current and past efforts of the Army?

Emerging trends require the Army to examine installations through a new lens, and to be prepared to revise doctrine, culture and investments. The Army requires modern installations to meet the emerging requirements of the Army and the nation. Technology advancements provide opportunities for installation modernization, but also create new threats.

The Army Installations Strategy framework has four lines of effort:

  • LOE 1: Take Care of People. Encompasses modern facilities, services and safe operations
  • LOE 2: Enhance Readiness and Resilience. “Operationalizes Installations,” and implements solutions for protection, resilience, mission assurance (power projection), education and training
  • LOE 3: Modernize and Innovate. Expands 5G capability, seeks innovation to modernize services, standards, and find efficiencies
  • LOE 4: Promote Stewardship. Cares for our natural resources through sustainability, remediation, and technology innovation; considers climate change mitigation and adaptation.

What continued efforts does the Army have planned?

Each Army installation will be both a “platform” of capabilities as well as an active node within a broader “constellation” of installations, connected across the Army enterprise.

To modernize installations for the information age and a persistently contested environment, the Army will adopt a battlefield mindset for installations, simultaneously moving along four lines of effort with the key enablers: data analytics and partnerships.

Why is this important to the Army?

The Army Installations Strategy supports the overall Army Strategy and is aligned with the People and Modernization strategies.

  • Installations are focused on critical capabilities to meet the needs of the Army and the nation.
  • Installations provide strategic readiness to the Army – they project power, and protect and care for Soldiers, Families and DA Civilians.
  • Installations are the platforms from which the Army builds culture, trains, mobilizes and deploys. The 2018 National Defense Strategy and the MDO battlefield operating concept, put installations in the strategic support area of the battlespace, making them susceptible to adversarial threats.
