Army Property Accountability

What is it?

The Army Property Accountability team has identified four milestones affected by the property accountability virus: Reset, Pre-deployment, Deployment and Re-deployment.

• RESET: RESET begins in theater while units are preparing to re-deploy. Units are being tasked to sign over property to ASC RESET teams and input property data into the Army Reset Management Tool. Some of their property is being removed from the property book and sent to Army depots, while other property remains on the property book and is being RESET at home station.

• Pre-deployment: As units get closer to their deployment date, they begin doing 100% inventories and transferring left behind equipment to the rear detachment or Army Materiel Command. Meanwhile latest arrival dates begin shifting, personnel continue arriving to the unit, equipment is still being issued, and units are forced to make adjustments accordingly.

• Deployment: Upon arrival into theater, commanders and supply personnel must ensure their property is downloaded and accounted for in theater. Meanwhile, they coordinate with the commander in theater in order to begin transferring Theater Property Equipment (TPE). Often times single companies are split among multiple forward operating bases, meaning more TPE to inventory and account for during their tour.

• Re-deployment: The division G-4 directs commanders to submit their equipment to the Army Reset Management Tool for RESET either in theater or upon arrival to home station. Upon re-deployment, a new chain of command is put in place, Soldiers depart, and new commanders and Soldiers are left to pick up the pieces left behind in the middle of an ARFORGEN whirlwind.

What efforts does the Army plan to continue in the future?

Supporting a greater command emphasis on the importance of acknowledging the milestones mentioned above will help the Army shift from a reactive to a proactive force. Combating the accountability bug requires the entire Brigade Combat Team. Property Book Officers (PBOs) cannot manage the Brigade's property alone.

Why is this important to the Army?

Once commanders prepare their units to take precautionary measures for preventing accountability problems, PBOs can then gain better control of the Army's property.

What has the Army done?

Headquarters, Department of the Army, G-4 has established a permanent Property Accountability Task Force to synchronize improvement efforts. They are working to continually streamline supply procedures to reduce the current workload. They welcome comments and suggestions from all Soldiers.
