Senior Enterprise Talent Management Program

What is it?

The Senior Enterprise Talent Management Program is the means by which the Army prepares its Senior Civilians to assume duty positions of greatest responsibility across the Department. Signed into policy March 19, 2012, by Secretary of the Army John McHugh, the SETM Program allows GS-14/15 (or equivalents) professional development and senior-level educational or experiential learning opportunities.

The SETM Program has four (4) modules:

(1) Enterprise Placement Program- Open to GS-15 or equivalent employees, who apply and are selected as Army Enterprise Employees. Army Enterprise Employees are slated for consideration for placement into positions across the Army that will broaden their skills and prepare them for greater challenges.

(2) Project-Based Temporary Duty- A short-term developmental assignment program for GS-14/15s or equivalent employees. Participants are temporarily assigned to work on a special command-nominated project as part of a working group or to fill a "critical need" detail for a period not to exceed 179 days.

(3) Senior Service College (SSC)- Open to applicants in grades GS-14/15 or equivalent employees, who compete for allocated seats at the U.S. Army War College or the Dwight D. Eisenhower School for National Security and Resource Strategy (formerly Industrial College of the Armed Forces). Attendance at SSC is designed to expand the participants' knowledge of the national security mission, understanding of complex policy and operational challenges.

(4) Defense Senior Leader Development Program- A 2-year program for GS 14/15, or equivalent employees, designed to develop the enterprise-wide perspective needed to lead an organization's program in the joint interagency and multi-national environment. This includes attendance at another Service's Senior Service College, leadership seminars and a follow-on developmental assignment.

The expertise and competency of the Department of the Army Civilian Corps is essential to the success of our Soldiers on the battlefield and to building a flexible, streamlined and responsive generating force.

What continued efforts does the Army have planned for the future?

The Assistant Secretary of the Army for Manpower and Reserve Affairs, Civilian Senior Leader Management Office (CSLMO) will administer SETM and ensure it complements and leverages other Department of Defense and Army leader development programs and initiatives while avoiding duplication. In collaboration with the Civilian Workforce Transformation Initiative, CSLMO will continue to assess the needs of the Senior Civilian population and develop additional SETM program modules.

Eligible GS-14/15, or equivalent employees, may now apply using the SETM-System, a secure web-based system. All command-endorsed applications are due to Headquarters, Department of the Army no later than June 29, 2012.
