Supervisor Training Mandatory for Military and Civilian Supervisors

What is it?

The National Defense Authorization Act of 2010, Section 113, requires the services to provide mandatory training for all new and experienced supervisors. New supervisors must complete the initial training within a year of their assignment. Experienced supervisors must complete refresher training at least once every three years. Topics include performance management, conflict management, and prohibited personnel practices. The training is required for all military and civilian supervisors of Army civilians.

What has the Army done?

The Army Management Staff College has deployed the online Supervisors Development Course (SDC) to meet this requirement. Supervisors can register for the SDC through the Civilian Human Resource Training Application System (CHRTAS) using the "Apply for Training" link on the main menu. The course is located in the Civilian Education System (CES) course listing.

Supervisors who have completed SDC or the legacy Human Resources (HR) for Supervisors course in the past three years must have completions documented in their training records. Supervisors with no documentation must complete the SDC. Supervisors who have not completed any supervisor training and supervisors who are beyond the three year mark since they last completed supervisor training must complete the SDC no later than June 30, 2012. Commands are responsible for tracking compliance for all Military and civilian supervisors. The SDC completions are automatically recorded in Army Training Requirements and Resources System for military and civilian students and the Defense Civilian Personnel Defense System (DCPDS) for civilian students.

What continued efforts does the Army have planned for the future?

The Supervisor Development Course will be updated as rules and regulations change. A refresher course will be developed in the future. The current SDC will be required for both new and refresher training until the new refresher course is implemented.

Why is this important to the Army?

The Army is protecting its investment in human capital by providing training to all supervisors. It is well documented that the most common reason employees leave the organization is that of poor supervisors. On a positive note, good supervisors promote employee engagement in the work environment, enhancing productivity. According to Federal Managers Association President Patricia Niehaus, developing supervisor skills is "one of the greatest investments an agency can make, both in terms of productivity gains and the retention of valuable employees." The Army recognizes that its supervisors are critical to meeting the challenges the Army is facing today and in the future.
