CSA Documentation Tiger Team

What is it?

The Headquarters Department of the Army (HQDA) established a Tiger Team led by the G-3/5/7 Director of Force Management and consisting of representatives from HQDA G-3, G-4, and G-8, and from U.S. Army Training and Doctrine Command (TRADOC), U.S. Army Forces Command, U.S. Army Materiel Command, National Guard Bureau and Office of the Chief, Army Reserve. The team conducted a review of selected unit Tables of Organization and Equipment and Modified Tables of Organization and Equipment documents to identify if Army organization designs and documentation accurately portray full-spectrum operations, or FSO, (decisive-action) mission requirements and to improve equipping readiness reporting where possible.

Why is this important to the Army?

Over the last ten years, the Army has been decisively engaged in operations in Afghanistan and Iraq. During that time, the Army also executed transformation and adopted the concept of FSO. The resulting significant changes in the way we organize our units were coupled with many other actions, such as Grow the Army - an expansion to 73 Brigade Combat Teams -- and the creation and implementation of the Army Force Generation model.

The Tiger Team's main purpose was to analyze current Army documentation, with a secondary purpose to help improve the force. During the review, the team educated units on wider Army issues and perspectives, provided technical advice and training on equipping and readiness reporting issues and processes, and collected insights and recommendations from unit representatives that enable rapid adaptation of decisions to improve how units are equipped to operate in support of FSO.

The warfighting forums, along with the TRADOC Centers of Excellence, were critical to collecting and synchronizing unit and doctrinal feedback.

What has the Army done?

The Tiger Team completed site visits at Fort Drum, N.Y., Fort Lee, Wash., Fort Leonard Wood, Mo., Fort Carson, Colo., and the Pentagon, and met with unit representatives from 18 different types of units, including infantry, armor, chemical, military police, quartermaster; these unit types are representative of over 3,850 different Army units. The team reviewed 845 specific types of equipment, with a total of 5,241 different equipment/unit matches reviewed.

Team members from HQDA G-3/5/7 Readiness Division also conducted unit status report (USR) training during the site visits, reviewing USR training tactics and procedures. This training opportunity addressed participating unit-level questions on how to submit USR reports. The Tiger Team identified 27 strategic level issues that could affect future Army doctrine and unit design.
