What is it?
The Army's Capstone Concept is driving the development of other major concepts, including a new Army Training Concept, an Army Learning Concept, and a Leader Development Strategy. To support these concepts in the Army's operational (homestation and deployed), institutional and self-development training domains, U.S. Army Training and Doctrine Command (TRADOC) must complete a comprehensive analysis of training and education. The process begins with development of a Training & Education Capabilities Based Assessment (T&E CBA). A major outcome of this effort will help inform resourcing decisions for unit training, focusing on the training and education pillars of leader development.
What has the Army done?
The deputy commanding general of the Combined Arms Center-Training (CAC-T) is responsible for development of the T&E CBA, including oversight of the T&E CBA action officer working group that leads the effort.
The working group has begun the review of various concepts and documentation, including the Army Leader Development Strategy, the Army Capstone Concept 2016-2028; the Training Capabilities Needs Analysis (CNA) 2013-2017; the Army Training Concept 2012-2020 (draft); the Army Learning Concept for 2015 (draft); the six standing Warfighting Function (WfF) Concepts for Fires, Mission Command, Movement and Maneuver, Protection, Sustainment, and Intelligence; and other analytical documents to identify existing T&E required capabilities.
This review will provide the baseline for revising/expanding the required capabilities and developing the Functional Area Analysis (FAA), which documents required capabilities and associated tasks/conditions/standards; the Functional Needs Analysis (FNA), which documents gaps between current and existing capabilities; and the Functional Solution Analysis (FSA), which documents potential solutions to mitigate the gaps.
What does the Army have planned?
During each phase of the analysis (FAA, FNA, FSA), CAC-T will coordinate with stakeholders, including but not limited to, Army Commands, Army Service Component Commands, Direct Reporting Units, Centers of Excellence and proponents, TRADOC staff, WfFs, TRADOC Capability Managers, Initial Military Training, CAC Leader Development and Education and the Army Civilian University. This coordination will help ensure a common training and education picture across the Army. The FAA, FNA and FSA will be published independently, with a T&E CBA Final Report scheduled to be published on Jan. 28, 2011.
Why is this important to the Army?
This broadly based T&E CBA effort will result in prioritized solutions in a resource-constrained environment, which will enable informed resourcing decisions for improving Army unit training and leader development. It will provide a baseline for the development of both materiel and non-materiel solutions, resulting in efficiencies in the development process. Additionally, it will help ensure the integration of training and education requirements across all training domains-institutional, operational and self-development.
