What is it?

The Military Surface Deployment and Distribution Command, a major subordinate command of the Army Materiel Command, is implementing a new program called the Defense Personal Property Program, or DP3, for moving Department of Defense and U.S. Coast Guard (USCG) household goods. The cornerstone of DP3 is the Customer Satisfaction Survey (CSS), which directly influences household carriers business with DoD.

What has the Army done?

The Army and the Military Surface Deployment and Distribution Command
(SDDC) is committed to making every move for the Soldier and Department of the Army civilian a better experience. SDDC has been the lead on developing this new household goods program incorporating the CSS, which is designed to have an immediate impact on improving future household goods moves.

What continued efforts does the Army have planned for the future?

Continued planning between SDDC along with the United States Transportation Command, and the military services to advance DPS is ongoing. Currently, DoD has two household good systems online, DPS and TOPS (Transportation Operational Personal Property Standard System). The goal is to integrate DPS fully into DoD. TOPS is the historical low-cost system for selecting movers, whereas, DP3 is a move toward a best-value acquisition of moving companies based on CSS input, the rates a company files, and the speed of satisfaction with which the moving company handles any claim the member submits.

Why is it important to the Army?

Now, by rating a moving company after a move and submitting DP3's CSS, all DoD and USCG members and families will have a direct say in which moving companies DoD uses more or less frequently. The CSS is not a typical survey that gets collected and may affect servicemembers at some future date, or worse yet, a survey where no appreciable outcome is ever apparent. The CSS is designed to be completed quickly. It is a simple and concise 12-question evaluation. The results of your CSS are used multiple times over a 12-month period to rate moving companies and determine which receive more business with DoD. The CSS should not be confused with the moving companies' survey given to customers after a move, which is only used for their internal information.
