The Office of the Chief Legislative Liaison (OCLL) is the largest legislative affairs organization in the Department of Defense. Charged with integrating the Army’s congressional efforts, the members of OCLL support Army communications with Congress. OCLL accomplishes its mission in a variety of ways. It prepares Army senior leaders to testify before Congress and serves as a conduit for Army leaders to inform Congress on Army programs. OCLL ensures timely and accurate responses to congressional inquiries, supports legislative initiatives, and conducts congressional travel to Army locations around the world.
OCLL and the Army
The people of OCLL are its strength. They ensure the Army relationship with Congress remains relevant. OCLL draws from civilians and military officers, warrant officers, noncommissioned officers, from every component and branch within the Army. OCLL proudly serves as members of the Army legislative community working in conjunction with the U.S. Army Corps of Engineers, Civil Works (USACE-CW) and the Assistant Secretary of the Army for Financial Management, Budget Liaison (SAFM-BUL) to foster a relationship with Congress and ensure the Army has the authorizations and resources to fight and win.
To be the most effective, trusted, and responsive legislative affairs team in the Department of Defense.
OCLL Mission
Enhance congressional trust and confidence and broaden congressional understanding of the Army to gain the required authorities and resources that support Army people, modernization, and readiness.
