The Secretary of the Army designated The Office of the Administrative Assistant to the Secretary of the Army (OAA) to be the Army's proponent for the use of Emergency and Extraordinary Expenses (EEE) . OAA reviews, processes, and approves all Army-wide EEE requests.

EEE funds are used to pay for miscellaneous expenses that are not provided for in any appropriation, are not legally objectionable, and are considered to be in the best interest of Soldiers, Families, the Army, DoD and/or the nation.

Frequently Asked Questions (FAQ)

Q: Who provides the funding for EEE requests?

A: The organization requesting EEE has to have the funding available, and if the request is approved would use their own funding. OAA, when approving a EEE request, is granting statutory authority under 10 USC 127 for that organization to use their own funds but does not provide the actual funding.

Q: What minimum documentation is required for EEE requests?

A: The organization requesting EEE has to submit a request that includes the amount of authority being requested and is signed by the senior official in their organization, a legal review by their Staff Judge Advocate, and a cost estimate breaking down the amount of authority being requested in sufficient detail.

Q: What additional documentation may be required for EEE requests?

A: The minimum documents mentioned previously are for each request. Because each EEE request is unique, additional documentation may be required. To determine what else may be required, organizations are encouraged to contact the EEE program manager prior to having their senior official sign the request. Pre-coordination will ensure the organization is submitting the right package to their official, so that when they sign the request to OAA it will not have to be sent back for additional information and re-signature.

Q: What other HQDA coordination is required?

A: None. Organizations requesting EEE authority should contact OAA immediately. No coordination with other HQDA officials is required prior to OAA since the AASA has the sole delegated authority for these requests from the Secretary of the Army. When coordination with specific principals is required, for example, OGC, FM&C, or other senior officials, OAA will add them into the staffing process.
