Hu Rhodes Jr. present a framed three-star note, commanding general's coin and Civilian of the Quarter certificate March 8 to Karl Devlin, during an Army North quarterly town hall and recognition ceremony at the Fort Sam Houston Theater. Devlin, a member of the resource management team, was named Army North's Civilian of the Quarter in category III, GS-13 through GS-15. Caldwell is the commanding general of U.S. Army North (Fifth Army) and senior commander of Fort Sam Houston and Camp Bullis; Rhodes is his senior enlisted leader.
