Tobyhanna Army Depot has assumed full-mission capability for the Reset and upgrade of systems central to air and missile defense in the tactical theater.
Technicians in the depot's Command and Control Systems Branch have developed the capability "to do it all here" at reduced costs versus sending components to contractors. In the past, workers only Reset the systems in preparation for upgrade by the original equipment manufacturer. The branch is part of the C3/Avionics Directorate.
The system, the AN/TSQ-253 Air Defense and Airspace Management (ADAM Cell), is composed of a shelter mounted on a Humvee. Components include the AN/PRC-117 radios, Single Channel Ground and Airborne Radio Systems, asynchronous routers, global positioning equipment and computers.
The mobile system is used to coordinate air defense for all aircraft and missile defense systems.
"CECOM's Program Executive Office for Command, Control and Communications-Tactical, the customer at that time, was paying us and contractors; we proposed that we could do all the work here at reduced costs," said Amy Pocius, a logistics management specialist in the Production Management Directorate. Personnel began developing the capability and in May 2011, the program manager's office identified two ADAM Cells that the depot could use as pilots to develop and prove full-mission capability.
"When we showed that we could take on the whole mission, CECOM accepted the two pilot systems and approved our proposal," Pocius said.
Pocius explained that Tobyhanna supports ADAM Cells in four ways. First, Reset work is accomplished. Second, a Tobyhanna field service representative accompanies systems for final testing and integration checkout with the customer in the field. The third mission is overhaul. CECOM directed that Command Post Platform systems and associated shelters, including ADAM Cells, fielded for five years will be completely overhauled to like new condition. That mission will start this year .
