ANNISTON ARMY DEPOT, Ala. -- During a ceremony June 13, United States Army United States Army Lt. Col. Wayne "Joe" Bondy, Jr., relinquished command of DLA Distribution Anniston, Alabama, to Lt. Col. Robert D. Rouse. The ceremony was officiated by Navy Rear Adm. Thomas Traaen, DLA Distribution commander.
Prior to the passing of the flag, signifying the transition of leadership from one commander to the next, Traaen outlined the change Bondy had effected over the course of his tour.
"During the past two years, Joe led the transformation of DLA Distribution Anniston by implementing policies, procedures and best business practices," said Traaen. "As a result, the organization is now meeting and exceeding all performance metrics."
During his tenure, Bondy implemented an infrastructure and leadership restructuring plan which ultimately led to ensuring accuracy in a zero-defect environment; accurately capturing the full scope of the health of the inventory for military service owners; and increased efficiencies in operations.
Additionally, Bondy was key in finalizing the 2005 Base Realignment and Closure law requirements by reducing the organization's infrastructure footprint from 101 to 34 buildings and from over 2 million to approximately 1.5 million gross square feet.
Concurrently, Bondy led the re-warehousing of thousands of assets, the management of hundreds of hazardous pieces of equipment and the preparation of an extensive amount of materiel for demilitarization and disposition.
Creating efficiencies in the area of customer issues and customer returns, Bondy developed a complex matrix utilizing one-year data that accurately identified the volume of work by time, location and priority across a 24-hour database. The result of his actions was a reduced cost to the customer through reduced overtime, improved customer wait time by 16 hours daily, and improved key performance indicators and metrics to an unprecedented fully successful rating.
Traaen concluded his remarks saying "Joe, I commend you for all of your efforts and your leadership here at DLA Distribution Anniston. You are a great American and on behalf of DLA Distribution, I want to thank you for a job well done."
Bondy's next assignment will be Department of the Army, Pentagon, G4.
Rouse, a native of Denton, Md., enlisted in the 29th Light Infantry Division, Maryland Army National Guard in 1988.
Rouse was commissioned as an aviation officer following his graduation from Salisbury State University, Md., in 1994. He holds a Masters Degree in Aviation Management and Safety from Embry-Riddle Aeronautical University, Fla. His military education also includes the Aviation Officer Basic Course, Transportation Officer Basic and the Transportation Officer Advance Courses, the Army Command and General Staff College, and the Armed Forces Staff College (JPME II).
Rouse's command position was commander, Headquarters and Headquarters Company, 14th Transportation Battalion (MC), Caserma Ederle, Vicenza, Italy.
He has also served in a variety of multifunctional operational/logistics assignments to include: platoon leader and executive officer, 129th Transportation Battalion, 101st Airborne Division (AASLT), Fort Campbell, Ky.; assistant support operations officer, 101st Corps Support Group, 101st Airborne Division (AASLT), Fort Campbell, Ky.; Movement Control Team commander (Task Force Hawk), Brindisi, Italy; battalion plans and operations officer, 14th Transportation Battalion, Vicenza Italy; assistant professor of Military Science, Johns Hopkins University, Army Reserve Officers' Training Corps, Baltimore, Md.; Combat Service Support/Force Management transportation manager, G-3 FMD, United States Army Europe, Heidelberg, Germany; Combat Service Support Team chief, Force Management, G-3 FMD, United States Army Europe, Heidelberg, Germany; support operations officer/contracting officer representative, 39th Movement Control Battalion, Operation Iraqi Freedom 06-08; battalion executive officer, 39th Movement Control Battalion, Kaiserslautern, Germany.
Rouse's previous assignment was as joint plans officer, In-transit Visibility Integration Division, Strategy, Policy, Programs and Logistics Directorate, U.S. Transportation Command, which he assumed in August 2010.
Rouse's personal awards and decorations include the Meritorious Service Medal with four Oak Leaf Clusters, Joint Service Achievement Medal, Army Commendation Medal with two Oak Leaf Clusters, Army Achievement Medal with three Oak Leaf Clusters, Joint Meritorious Unit Award, Army Superior Unit Award, Armed Forces Expeditionary Medal, Kosovo Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Service Medal and Non-Commissioned Officer Professional Development Ribbon. He is authorized to wear the Parachutist Badge, Air Assault Badge and was awarded the French Commando Badge.
