Humphreys deputy commander to bid farewell

CAMP HUMPHREYS -- David W. Frodsham will say goodbye to friends and co-workers during a farewell dinner April 6 in the Community Activity Center here. Frodsham is leaving United States Army Garrison Humphreys after serving as deputy garrison commander for almost five years. His next assignment will be as deputy G1 for the U.S. Army Network Technology Command at Fort Huachuca, Ariz.

The Camp Humphreys community is better for having been served by Frodsham, according to United States Army Garrison Humphreys Commander, Col. Joseph P. Moore.

"We are what we are as an organization because of who we have on the team and Dave Frodsham has been a vital part of our service to the community," Moore said. "He's a tireless leader who's focused on taking care of people."

Directorate heads spoke about how much Frodsham has meant to the garrison.

"I'm sad to see him go," said Mark Cox, head of the Directorate of Plans, Training, Mobilization, and Security. "He has provided stable leadership. It will be a big loss for the garrison and the entire community. It really will be felt garrison wide. Off post in Pyeongtaek, they will feel the same way because he had a great relationship with the community."

Cox described Frodsham as someone always willing to share his ideas and help the directorates.

"He provided mentorship," Cox said. "You could go to him and now he won't be there anymore. He will be missed, but he's been great for this garrison and the community."

Rick Morizen, chief of the Plans, Analysis, and Integration Office, said Frodsham leaves Humphreys a better place than when he arrived.

"He's taken the garrison staff to a higher level of cooperation and productivity, based on his management style," Morizen said. "He lets the directorates do what they need to do to be successful. He provides mentorship, leadership, and guidance. He's been a good boss. He brings a lot of experience to the table."

Frodsham began his federal service career by enlisting in the Army in 1973. He served seven years in the Army before transitioning to civilian federal service.

He became the Humphreys deputy garrison commander on Aug. 1, 2007. During his time here, Frodsham helped oversee the beginning of the largest construction project in the Army. Also, Humphreys added the Splish & Splash water park and the Child Development Center.

Before his current assignment, Frodsham served the chief of the plans division with Installation Management Command Korea.

Prior to that, he worked in the G3 section at Fort Huachuca, Ariz. While there, he also served as director of installation support. Before that, he helped create the United States Army Europe Multinational Support Cell in Bosnia-Herzegovina.

In Germany, Frodsham held a variety of positions related to installation management.

His military training includes: the Army War College; Army Management Staff College; Logistics Executive Development Course; Command and General Staff Officers Course; Personnel Management for Executives I and II; Organizational Leadership for Executives; and the Department of Defense Equal Employment Opportunity and Affirmative Action for Executives Course.

He holds a bachelor's from the University of Maryland and a Master of Strategic Studies from the Army War College.
