A promotion ceremony was held Dec. 22, for Maj. Gen. Roger F. Mathews, U.S. Army Pacific, deputy commanding general at Fort Shafter's historic Palm Circle, officiated by U.S. Army Pacific Commander, Lt. Gen. Francis J. Wiercinski.
