COB DELTA, Iraq " Command Sgt. Maj. Ray Devens (left), speaks with Soldiers of the 6th Squadron, 9th Cavalry Regiment, attached to 1st Brigade, 1st Cavalry Division, here, Sept. 22. Devens visited with many Soldiers as they aid in the withdrawal of U.S. equipment and personnel assigned to the base, and to facilitate the transfer of ownership to the Iraqi government in accordance with the 2008 Iraqi Security Agreement.
