Business Systems Information Technology Strategy

What is it'

The Business Systems Information Technology (BSIT) strategy is a living document and will evolve in response to changes in emerging missions, capabilities and technology. The BSIT strategy serves as the Army's roadmap for executing our enterprise architecture using enterprise perspectives about our portfolio of solutions and our business processes. It is the foundation from which Army Business Systems Information Technology will progress in the years to come. With this strategy, the Army further affirms its commitment to measured, monitored and continuous improvement in transforming our business operations in support of our mission and Soldiers.

What has the Army done'

The BSIT strategy leverages the capabilities and business process improvement opportunities offered by the Army's four Enterprise Resource Planning (ERP) programs currently under development or in fielding. The four ERP systems support logistics, military personnel and pay, and financial management activities. These ERP systems and other business systems enable the Army to train, organize and equip Soldiers under the aegis of the Army Force Generation (ARFORGEN) process and provide the foundation necessary to obtain an unqualified audit opinion.

What continued efforts does the Army have planned for the future'

During the near term (one to four years), several major business systems, such as the General Funds Enterprise Business System (GFEBS), will begin to realize their return on investment as wave after larger wave of Army organizations "go live". Additionally in the near term, the Army will review a number of high-priority business process capability improvement opportunities and apply standard Business Process Management and Re-engineering methods in evaluating and increasing value returns across its processes and systems. During the medium term (five to seven years), the Army will expand the aperture of business process capability improvement opportunities it will examine. Greater emphasis will be placed on measuring and reporting on process performance and system portfolio migration driven by the Army's ERP systems. During the mid-term planning horizon, emphasis will be placed on completely enabling the core ERP capabilities required to fully realize the Army's goals.

Why is this important to the Army'

The BSIT strategy plays an integral role of enabling the Army to reach its business transformation vision: a generating force that better supports the agile and versatile operating force to produce readiness at best value. The BSIT strategy will enable cost-informed enterprise governance, improve the efficiency and effectiveness of our business operations, provide better alignment between our generating force and our operating force and achieve audit readiness by fiscal year 2017.
