ROCK ISLAND, Ill. - Two Army Sustainment Command leaders, Carl J. Cartwright and Tommy L. Marks, were permanently appointed to the Senior Executive Service during a ceremony held Feb. 24 at the Rock Island Arsenal's Heritage Hall.

"SES's lead the organization toward practical change and link tactical events to the strategic end state. They anticipate requirements and resolve them in the best way to achieve the mission," said Maj. Gen. Yves J. Fontaine, commanding general of ASC, who presided over the ceremony.

In Jan. 2009, Cartwright was appointed as a temporary member of the Senior Executive Service. He currently serves as the Executive Director for Field Support for ASC. In this position, he directs support operations in the areas of Army Prepositioned Stocks, Army Force Generation, and Materiel Management for the Continental United States, Direct Theater Support, and the Logistics Assistance Program. Prior to becoming the Executive Director, Cartwright served as the Executive Officer to the ASC Commanding General.

"I take my oath seriously and upon reflection I know I made the right choice by remaining in government service," said Cartwright. "I am grateful for the affirmation of the Command's confidence in my abilities to perform in this position."

Marks was appointed to the Senior Executive Service on January 16, 2011 and became the ASC Executive Director for Logistics Civil Augmentation Program. In this position, he has overall executive responsibility of LOGCAP, under which contractors from the private sector are used to provide a broad range of logistical and life support services to U.S. and allied forces during combat and training operations.

"In a career that has span over 33 years as an army combat arms officer, Army contractor and Army civilian, I have been blessed and afforded opportunities for advancement and progression," said Marks. "This appointment is yet another opportunity to excel."

The Senior Executive Service (SES) is a corps of federal executives appointed to key leadership positions just below the level of Presidential appointees. Members of the SES serve as the top leaders within the federal civilian workforce, and are expected to provide strategic leadership; demonstrate a commitment to public policy that transcends their commitment to a specific agency or career field; and direct the ongoing transformation of the government.

Both Cartwright and Marks have over 20 years of military service and have held numerous leadership positions throughout their careers. Both reside in the Quad City area.

"I have confidence they will complete the mission while supporting two wars with increasing responsibility," said Fontaine. "I know both individuals are the right choices to lead this organization to the next level."
