Army Announces Fort Sill, Okla., Partner for Residential Communities Initiative

The U.S. Army announced Sept. 28 Picerne Military Housing, LLC, will develop the Community Development and Management Plan for Fort Sill, Okla., as part of the Army's Residential Communities Initiative providing family-housing neighborhood improvements on post.

Picerne will work with the Army to develop the Community Development and Management Plan, which will serve as the blueprint for the Army's family neighborhoods at Fort Sill. Preparation of the plan is expected to take about six months. Following the Army's acceptance of the plan and review by the Department of Defense, Office of Management and Budget and Congress, implementation of the CDMP is expected to begin September 2008.

The Army plans to privatize family housing at 45 installations with over 83,000 family-housing units, located throughout the United States under the Residential Communities providing quality, comfortable and safe homes for Soldiers and their families. The RCI efforts will improve in a relatively short period of time the quality of life for Soldiers and families assigned to Fort Sill.

The RCI also will bring new neighborhood centers and community facilities as well as provide amenities to meet families' needs at Fort Sill. The overall appearance and function of family housing on the Fort Sill installation will be designed to weave the natural and built environments together as a planned community.

The Army is committed to improving family housing as a means of raising the quality of life of Soldiers and their families. This will be accomplished through increased Basic Allowance for Housing, traditional Military Construction, and the RCI family housing privatization program. Through the RCI program, the Army engages with private sector firms in public-private partnerships to develop, construct, renovate, maintain and manage family housing. The RCI program is a critical part of the Army's plan to alleviate housing shortages, rapidly improve the condition of existing housing, and sustain quality communities over the 50-year life of these partnership projects.

Picerne Military Housing, LLC, is headquartered in North Kingstown, R.I., and has created Military privatization housing initiative communities throughout the Unites States. Picerne is the Army's family housing partner at Fort Meade, Md.; Fort Bragg, N.C.; Fort Polk, La.; Fort Rucker, Ala., and Fort Riley, Kan., and will be responsible for over 20,000 homes for military families with the addition of Fort Sill.
