TOKYO -- Gen. George W. Casey Jr., right, chief of staff of the U.S. Army, is awarded the Order of the Rising Sun during a Dec. 21 ceremony presided over by Japanese Defense Minister Toshimi Kitazawa and held at the Japanese Ground Self-Defense Forces headquarters at Camp Ichigaya.
