Navy Chief Petty Officer (CPO) Malcolm Hall was promoted to Navy Chief Warrant Officer (CWO) Two by Maj. Gen. Karl Horst, commander of the Joint Forces Headquarters National Capital Region and the U.S. Army Military District Washington (JFHQ NCR/MDW) Nov. 1, during a ceremony at Fort McNair. The rare opportunity for an Army flag officer to promote a Navy CPO to CWO is due to the diverse and integrated nature of the JFHQ NCR.
JFHQ-NCR is responsible for protecting the District of Columbia and neighboring counties and cities of Maryland and Virginia, including Loudon, Fairfax and Prince William Counties in Virginia. JFHQ-NCR draws together the existing resources of the Army, Navy, Air Force, Marine Corps, Coast Guard and NORAD into a single point headquarters for planning, coordination and execution of the mission in the National Capital Region.
Navy Chief Warrant Officers are technical specialists who perform knowledge and skills of a specific occupational field at a level beyond what is normally expected a Master Chief Petty Officer (E-9), and provides commissioning opportunities to qualified senior enlisted personnel.
Hall also received the Joint Service Commendation Medal for his service as the joint Spectrum Manager and alternate EKMS Manager, J6 Operations, JFHQ NCR/MDW from Dec. 2008 to Nov., 2010 and is transferring to the Navy Personnel Center in Millington, Tennessee.
