USASAC's deputy receives Joint Distinguished Civilian Service Award

REDSTONE ARSENAL, Ala. -- Robert L. Moore, U.S. Army Security Assistance Command's deputy to the commanding general, received the Joint Distinguished Civilian Service Award Oct. 20.

During the weekly commander's staff meeting, Brig. Gen. Christopher Tucker, USASAC commander, announced that Moore was the recipient of the prestigious award.

This award is given by the Chairman of the Joint Chiefs of Staff and is the highest-ranking CJCS civilian service award under the approval authority of the Chairman. It consists of a gold medal, lapel pin, citation, and certificate signed by the Chairman.

Moore's citation reads:

Mr. Robert L. Moore distinguished himself by exceptionally meritorious service while serving as Deputy Director, Logistics and Security Assistance Directorate and as Deputy Director of Security Cooperation and Office Defense Cooperation Operations, Policy, Strategy, Partnering and Capabilities Directorate, United States European Command from 30 June 2007 to 31 August 2010.

As Deputy Director of the J4, he expanded and enhanced the Theater Adaptive Logistics Network to provide personnel, equipment, and sustainment in support of combat operations in Iraq and Afghanistan. His efforts were critical to the preparation and deployment of 30 NATO and coalition nation forces in support of U.S. combat missions.

A leader in transformation initiatives, he drove plans to revamp the command's 1.6 billion dollar theater war reserve material program, divesting surplus resources while maintaining critical war fighting capability, resulting in 39 million dollars per year savings.

As Deputy Director of Security Cooperation and Office Defense Cooperation Operations, he crafted EUCOM's roadmap for the State Partnership Program with the U.S. National Guard units, covering 21 Eastern European Nations and providing a force multiplier by bolstering foreign national capabilities and promoting NATO interoperability.

Through his stellar stewardship, he guided the directorate Security Assistance operation budget, meticulously executing 47 separate budge activities worth 125 million dollars and directly enables 3,515 international events.

Mr. Moore oversaw the submission and administration of over 64 million dollars in FY10 Section 1206, absolutely vital for allied nations' preparation and equipment for combat operations with U.S. forces in Afghanistan.
