General Fund Enterprise Business System
What is it'
General Fund Enterprise Business System (GFEBS) is an Enterprise Resource Planning (ERP) software tool built on Systems Applications and Products (SAP) that provide reliable data to better enable the Army leadership (Active, Guard, Reserve) to make decisions in support of the Warfighter. <a href="http://www.gfebs.army.mil" target="_blank">GFEBS</a> supplies previously unavailable real-time financial, asset and real property data information to commanders.
What has the ARNG done'
As of Oct.1, 2010, the ARNG has three States online with GFEBS: Kentucky (Ky.), Idaho and Oklahoma (Okla.) All of our remaining states and territories will go live during fiscal year 2011 (FY11) and all of our appropriations will be flowing through the GFEBS system by year end. The ARNG is continually working with the GFEBS program for resolution on other stakeholder issues. Every state and territory spent a week this summer in Orlando mapping out their end users in the new system. The projected end user total for the ARNG is 15,000, approximately 250-500 per state.
What continuing efforts does the ARNG have planned'
Kentucky and Oklahoma are currently piloting solutions to the payment certification requirements for the ARNG (32 USC 708 - Certifying Officers' Legislation (COL)). ARNG leadership meets regularly with members of the GFEBS Project Office and other teams (e.g., DFAS) to ensure all requirements are addressed for each stakeholder.
The ARNG will start mandatory computer based/instructor led training six months before go-live. All end users have a minimum training requirement to be "provisioned." Provisioning is a new term/requirement in an ERP environment that will affect how we manage our full-time work force movements in the future.
Why is this important to the Army'
The system will have capabilities to collect costs down to the lowest level allowing us to better track and identify any efficiencies that can be exploited in the Guard to achieve the goals and initiatives of the Secretary of Defense. The GFEBS system is auditable (Government Accountability Project (GAP), Generally Accepted Auditing Standards (GAAS) and Standard Financial Information Structure (SFIS)) like no accounting system we have had to date. It is a fully open system that allows transparency across all three components for better visibility and in turn better accountability of our funds. The additional cost accounting module will allow us to do managerial accounting in conjunction with financial accounting. The system will bring our process in line with commercial best business practices and into the 21st century.
