FORT DETRICK, Md. - The Chemical Biological Medical Systems hosted a change of charter ceremony Aug. 6, at the Rally Point here, when Col. Charles B. Millard assumed command of the organization from Col. David Williams in a Change of Charter ceremony officiated by Brig. Gen. Jess Scarbrough, Joint Program Executive Officer for Chemical and Biological Defense.
The Chemical Biological Medical Systems Joint Project Management Office is responsible for the development, procurement, fielding, and sustaining of premier medical protection and treatment capabilities against chemical and biological warfare agents.
The CBMS-JPMO is comprised of a headquarters and support element and three Joint Product Management Offices: the Joint Vaccine Acquisition Program, the Medical Identification and Treatment Systems and Biosurveillance Joint Product Office.
Williams leaves after four years as the head of CBMS-JPMO, and took the time during his remarks to thank his co-workers, past and present. "I have learned so much from you all, I cannot begin to tell you what you have meant to me," he said.
During his remarks, Millard said he was looking forward to his new job because, "it is an exciting time, and I look forward to working with an organization with the reputation CBMS has earned."
Millard serves as a biochemist in the U.S. Army Medical Service Corps. Millard\'s past military assignments have included tours as Principal Investigator, Branch Chief, Department Chief, and Division Director.
He has served as part of multi-disciplinary and interagency research and development teams at the U.S. Army Medical Research Institute of Chemical Defense, Edgewood, Md.; the U.S. Army Institute of Surgical Research, Fort Sam Houston, Texas; the Weizmann Institute of Science, Rehovot, Israel; the U.S. Army Medical Research Institute of Infectious Diseases; and the Walter Reed Army Institute of Research, Forest Glen Annex.
Millard was admitted to the U.S. Army Acquisition Corps in 2003. and holds Defense Acquisition University Level III certifications in Program Management and Systems Planning, Research, Development & Engineering.
Millard's past acquisition experience includes serving as a Program Analyst with the Office of the Deputy Assistant to the Secretary of Defense (Chemical and Biological Defense) in the Pentagon, as well as Deputy Director for the Plans, Programs, Analysis & Evaluation Directorate of the Headquarters, U.S. Army Medical Research & Materiel Command.
His military awards and honors include the Meritorious Service Medal (four oak leaf clusters), the MSC "A-proficiency" designator as a biochemist, the MSC Award of Excellence, and honor graduate at the resident Army Medical Department Officer Advanced course.
