ASC, IMCOM meet to smooth DOL handover

ROCK ISLAND ARSENAL, ILL. -- Army Sustainment Command headquarters hosted a rules-of-engagement workshop here June 28 through July 2.

Representatives from the Installation Management Command joined ASC personnel to collaborate on ASC guidelines, standards and requirements for the Directorates of Logistics transformation.

The DOLs, currently managed by IMCOM, will be transferred to the Army Materiel Command, and managed by ASC. Operational control of maintenance, ammunition and selected supply functions of DOLs located in the United States and Puerto Rico transferred June 1. Operational control of the remaining DOL functions at those locations will transfer to ASC on Oct. 1, 2010, with transfer of all DOLs worldwide, including personnel and funding, planned for fiscal year 2012.

During the first workshop that took place May 25-27, IMCOM and ASC representatives discussed the transition of maintenance and supply. This second workshop focused on consolidated property book, transportation and food service issues.

A key to success will be the ability to work through issues to ensure continuity of operations at the above-installation levels. This support, currently provided by IMCOM's headquarters and regions, will shift to ASC's headquarters, Army Field Support Brigades and Army Field Support Battalions. Expertise and relationships that have previously been built in the IMCOM chain now need to be developed and cultivated at all levels within the ASC structure, a process begun about a year ago.

David Peralta, chief of plans and operations for IMCOM, said the ROE workshop was designed to be an educational process for ASC and IMCOM staff.

"We have to work out how we are going to continue to provide support at the higher levels within the IMCOM region and ASC staff during this period," Peralta said. "It is vital the relationships that have been built up and the expertise that IMCOM has work together with the ASC chain of command, so that we can have continuity of support through the transition."

In the ROE workshop, participants worked through a detailed functional area task list to determine the agencies responsible for coordination, accountability and support to stakeholders during the operational control phase of the realignment, Peralta said. Specifically, his group discussed command and control issues dealing with how internal logistics will be handled after the transfer.

Lisa Peer, ASC Resource Management team member of the DOL enterprise transformation team, said the goal of her breakout session was to seek agreement on the rules of engagement for the DOLs' food service functions.

"What we are trying to understand is how the food service operation will operate under AMC versus IMCOM when the transition is over," Peer said.

Dennis Wells, chief of the ASC Systems, Accountability and Enterprise Integration Division, participated in the consolidated property accountability breakout session. During this session, IMCOM and ASC representatives discussed issues pertaining to property accountability.

"We are raising issues, which is the main thing we are supposed to be doing so that they can be addressed to the decision makers," Wells said.

The DOL organizations around the world, while varied and unique, have vast experience and do a great job of supporting the needs of the Soldier every day, said Kathy Acree, Distribution Management Center deputy director. ASC looks forward to continuing this excellence in sources of repair and other installation service support during the transformation, she said.
