TOBYHANNA ARMY DEPOT, PA. - A high level of initiative and innovative solutions have earned an information technology specialist a second Employee of the Quarter Award.
Joseph Puchalski earned the Tobyhanna Army Depot-level award for the first quarter 2010. He earned a fourth quarter award in fiscal year 2007.
He works in the Information Management Directorate's (DOIM) Systems and Database Administration Division and has worked at Tobyhanna Army Depot for about five years.
According to Raymond Sporko, division chief, Puchalski is considered the 'go-to guy' for advising the division and directorate on new technology implementation. He gave key advice to the directorate's Technical Review Cell to help determine that an information systems requirement requested by another directorate was approved and beneficial to the depot.
"His broad base of knowledge and skills was invaluable in the planning and implementation of programs such as the Department of Defense Information Assurance Certification and Accreditation Process Spectrum, Network Access Control, and the Scranton Army Ammo Plant migration," Sporko said.
He also made continuous efforts to help ensure successful Secure Internet Protocol Router Network (SIPRnet) planning, a System Insight Manager and netForensics.
Puchalksi successfully established a working lab environment that mimics the production server system environment.
"This will be used by the directorate for pre-production testing of computer systems and for disaster recovery testing," Sporko said.
Puchalski also coordinated a disaster recovery workshop at the depot for the DOIM system administrators to increase their effectiveness in recovering computer systems.
"This award was very unexpected," Puchalski said. "It is very tough to accept an award like this when I know people I work with that deserve it more than I."
"Joe makes himself available from home and comes in when necessary to ensure round-the-clock availability of systems," said John Howard, DOIM director. He was dedicated to duty and selfless service during several major system outages, the most recent being the recovery of the Child and Youth Management System. He worked day and night to help recover that system."
All civilian employees are eligible for the Employee of the Quarter Award. Winners can also receive an optional special parking space for the quarter in addition to the $500 on-the-spot cash award and plaque. Workers selected as an employee of the quarter are eligible to compete at the U.S. Army CECOM Life Cycle Management Command-level.
Tobyhanna Army Depot is the Defense Department's largest center for the repair, overhaul and fabrication of a wide variety of electronics systems and components, from tactical field radios to the ground terminals for the defense satellite communications network. Tobyhanna's missions support all branches of the Armed Forces.
About 5,600 personnel are employed at Tobyhanna, which is located in the Pocono Mountains of northeastern Pennsylvania.
Tobyhanna Army Depot is part of the U.S. Army CECOM Life Cycle Management Command. Headquartered at Fort Monmouth, N.J., the command's mission is to research, develop, acquire, field and sustain communications, command, control computer, intelligence, electronic warfare and sensors capabilities for the Armed Forces.
