Retired Gen. Ralph Haines addresses the audience March 30 at the Army Women's History Month commemoration at Fort Sam Houston praising the women who have made it through the ranks in today's Army. "Women are achievers, and if you give them a chance they will rise up to the top level," he said. "I don't think women have yet reached their full potential."
