Horst, commanding general, Joint Force Headquarters National Capital Region/U.S. Army Military District of Washington, presents CEO Linda Mathes, National Capital Region American Red Cross, with a coin of excellence for her work and service. Horst and members of his staff received an orientation tour of the Red Cross facilities Tuesday.
