Col. (P) Leisenring takes charge at Mission and Installation Contracting Command

On November 4, 2009 a new chapter began for the Mission and Installation Contracting Command as the outgoing Acting Director Dr. Carol Lowman relinquished responsibility to the first commander Col. (Promotable) Stephen B. Leisenring.

MICC, headquartered at Fort Sam Houston, San Antonio, Texas is a subordinate command of the U.S. Army Contracting Command. ACC is a major subordinate command of the Army Materiel Command.

Lowman's next assignment will be as the Army Contracting Command's Deputy Director, joining Executive Director, Jeffrey Parsons at ACC headquarters, Fort Belvoir, Va.

Leisenring takes command after serving as the first commander of the 409th Contracting Support Brigade and Expeditionary Contracting Command-Europe upon its activation on September 16, 2007 in Kaiserslautern, Germany and is ready to lead the MICC.

His selection to the rank of Brigadier General is expected to become effective in December 2009. With this promotion, Leisenring joins a small but steadily growing cadre of new Army generals with a background in contracting.

"We will dedicate our organization and ourselves to providing the best support to our nation's most precious treasure, Soldiers and their Families," Leisenring said. "There is no greater honor than to support them."

Lowman stated in her speech that she entrusts Leisenring to take care of the MICC employees and they will take good care of him. She also emphasized the type of care her command provided for Soldiers.

"We take care of our Soldiers, we recruit them, house them, train them, mobilize them and demobilize them, and deploy and redeploy them. We impact their quality of life," she said.

Parsons spoke highly of both Lowman and Leisenring thanking Lowman for her work in setting the foundation for the future, and expressing confidence in Leisenring's leadership as he takes the helm for MICC.

Leisenring enlisted in the Army in June 1982 and attended Basic Training at Fort Leonard Wood, Missouri. In November 1982 he was a commissioned second lieutenant upon graduation from the U.S. Army Officer Candidate School in Fort Benning, Georgia.

He holds a Bachelor of Science degree in Natural Science from Northern Michigan University. His military education includes completion of the Chemical Corps Officer Basic and Advanced Courses, a Masters of Military Arts and Science from the U.S. Army Command and General Staff College, and a Masters of Strategic Studies from the U.S. Army War College.

His awards and decorations include one Legion of Merit, two Bronze Star Medals, the Purple Heart Medal, two Defense Meritorious Service Medals, four Meritorious Service Medals, and many other awards achieved throughout his 27-year military career.
