New Cumberland, Pa. -- The Foreign Military Sales - Army Case Execution System (FMS-ACES) program conducted its on-site Planning Interval (PI) 26-4 Planning Session in New Cumberland, Pa from September 2-4, 2026. Leveraging the Scaled Agile Framework (SAFe), the multi-day event brought together core acquisition and operational partners including the program management office, technical integration provider, functional sponsor and operational community to align priorities, resolve dependencies and lock in commitments for the next execution cycle.
“Bringing our partners together in a single room enables real-time synchronization and decisive alignment,” said Mr. Tim Wood, assistant program manager, Joint Program Manager for Chemical, Biological, Radiological and Nuclear Defense Integrated Early Warning. “PI 26-4 establishes a clear, shared commitment to modernizing core FMS case execution workflows, advancing our architecture, and delivering stable, mission-ready software to the field.”
Cross-functional teams focused on improving system capabilities, modernization and operational stability throughout the planning cycle. They prioritized new features and workflow improvements while also addressing system upgrades, future release planning and sustainment activities. These efforts help strengthen performance, reliability and readiness, enhancing overall efficiency and user experience.
The PI Planning session also served as an agile acquisition knowledge-sharing forum, hosting visiting personnel from Capability Program Executive CBRN. The visiting observers shadowed key SAFe ceremonies and governance milestones to benchmark and transition agile practices into their own programs.
“Hosting the CPE CBRN team allowed us to showcase how disciplined agile governance drives real acquisition velocity,” noted Ms. Kelly Rutherford, product lead for FMS-ACES. “Sharing these proven agile practices across sister programs strengthens the enterprise as a whole.”
The combined event underscored the value of collaboration and knowledge sharing to advance FMS excellence and mission success for the total Army.
