ADELPHI, Md. – The U.S. Army Combat Capabilities Development Command, or DEVCOM, Army Research Laboratory is responsible for spearheading disruptive, mission-focused science that positions transition partners for rapid technological advancement, according to the laboratory’s new chief scientist.

In March 2026, ARL officially selected Dr. Dimitra Stratis-Cullum, an esteemed chemist and Army program manager who helped bolster the Army’s early investment in synthetic biology, for the role of ARL chief scientist.

Fulfilling the role of principal scientific advisor to the ARL Director, Stratis-Cullum underscored ARL’s duty to strengthen the Army’s warfighting prowess by pushing the scientific boundaries of what’s possible and by empowering partners in industry and academia to translate discoveries into new capabilities.

“We aren’t just a world-class scientific institution—we are the Army’s foremost experts in science and technology,” Stratis-Cullum said. “We advance fundamental research, but we also have a deep understanding of what the Army needs. This dual expertise is unique to us and is pivotal in how we help our partners tackle scientific challenges and create Army solutions.”

Stratis-Cullum believes that focusing on disruptive fundamental research and making big scientific bets will be what enables the Army to outpace its adversaries in a world where science and technology is evolving faster than ever before.

“At ARL, we have to strategically position ourselves to outthink the adversary,” Stratis-Cullum said. “That means we can’t get too caught up on the near-term and on making incremental improvements. We need to think further ahead than our adversaries and go after the really big ideas with longer-term, downstream effects that will revolutionize Army capabilities.”

Throughout her career, Stratis-Cullum saw firsthand the game-changing impact of ARL’s disruptive fundamental research and how the laboratory’s unique expertise, facilities and goals can shape the future technological landscape for the Army.

Stratis-Cullum joined ARL in 2002 as an analytical chemist and sensing specialist when biotechnology, especially for non-medical applications, was still considered a very new field of research for the Army to explore.

Convinced of biotechnology’s transformative potential, she was instrumental in pioneering the Army’s first non-medical synthetic biology program, predicting that advancing the Army’s fundamental understanding of biomaterials will prove invaluable in the future operational environment.

ARL’s early investigation into synthetic biology rapidly grew to become one of the Army’s highest-priority research programs, paving the way for the Army and its industry partners to manipulate biology to yield new capabilities in protection, situational awareness, sustainment and lethality.

The Transformational Synthetic-bio for Military Environments, or TRANSFORME, initiative helmed by Stratis-Cullum led to the transitioning of multiple strategic technologies to the U.S. defense industrial base and elevated the role of biotechnology in the Army’s strategy.

“One of our greatest strengths is that we work both the academic and the industrial angle at the same time,” Stratis-Cullum said. “We work with our academic partners to validate a new proof-of-concept in the lab environment while working simultaneously with our industry partners on how to build and scale up the manufacturing base for this new and unfamiliar technology. The innovation ecosystem we cultivated with all our partners is what accelerates research into the hands of the warfighter.”

Looking ahead, Stratis-Cullum expressed her intent to prioritize transformative research and business practices at ARL to keep the Army in an advantageous position ahead of the adversary.

“We have an amazing team of Army experts who are excited to tackle the Army’s toughest challenges,” Stratis-Cullum said. “Our folks are incredibly knowledgeable, not just in the advancing promising Army capabilities but also on how to bring different groups together to build the transition pipeline. I’ve seen their talents first-hand throughout my time here at ARL, and I look forward to ensuring that their great work continues.”
