WIESBADEN, Germany (October 29, 2009) -- Gen. Carter Ham (right), commander, U.S. Army Europe, applaudes Winston A. Hollis in 5th Signal's conference room, after he was presented with a 50-years of U.S. government service certificate by Ham. "We have a very capable and dedicated civilian work force who are just as dedicated as military Soldiers," said Ham.
