Temporary suspension of ARC requirement for motorcycle registration

The U.S. Army Combat Readiness Center (USACRC) has halted all Army Traffic Safety Training Program (ATSTP) Motorcycle Safety Foundation (MSF) training.

Effective immediately, Army Service Members are temporarily exempt from presenting a valid, unexpired MSF Advanced Rider Course (ARC) completion card to register or re-register motorcycles on USAREUR-AF installations.

This temporary suspension expires on 1 Dec 2026.

What You Need to Know:

The USAREUR-AF Safety Office has issued a memorandum to the USAREUR-AF Registry of Motor Vehicles (RMV) outlining the immediate, temporary suspension of the mandatory MSF ARC requirement for motorcycle registration within the USAREUR-AF footprint. The RMV supports this initiative and is disseminating the guidance to all Field Registration Stations (FRS) and Drivers Testing Stations (DTS).

Licensing and Registration Guidelines

  • Alternative Registration Requirements: To register a motorcycle during this pause, Service Members must present a valid state-issued driver's license with a motorcycle endorsement (or host-nation equivalent), their most recent MSF card, and a Commander-signed Memorandum for Record (MFR) documenting the training deferral.
  • Licensing is Not Waived: This deferment strictly applies to the military-specific MSF course administrative requirement. Standard licensing requirements under AR 385-10 remain fully in effect.
  • Expiration: The memorandum expires on 1 Dec 2026 providing ample time for program assessment and reevaluation.

Unit-Level Risk Management & Commander Guidance

  • Risk Assessment: Commanders retain ultimate authority and responsibility for assessing and managing the risks of their riders.
  • MFR Documentation: Commanders must document each temporary ARC training deferral on an MFR. An MFR template is provided in the attached enclosure.
  • Member Action: Service Members must bring the signed MFR to their local Drivers Testing Station (DTS) for licensing, and to the Field Registration Station (FRS) for vehicle registration.
  • Safety & Program Engagement: Commanders must ensure that Service Members riding under this temporary deferral actively participate in the unit's Motorcycle Mentorship Program (MMP), wear all required Personal Protective Equipment (PPE), and strictly adhere to local traffic laws.
