FORT MEADE, MD - The 7th Signal Command (Theater) (7SC(T)) Headquarters & Headquarters Company (HHC) held a change of command ceremony June 26, 2026, on Fort Meade, Maryland, welcoming Capt. Michael J. Herlihy as he assumed command from Capt. Sophie Rosado. The ceremony livestream recording can be viewed here.
The passing of the colors, which represent a unit’s history and accomplishments, is a time-honored Army tradition symbolizing the formal transfer of authority and continuity of leadership from the outgoing company commander to the incoming.
Col. Jason P. Kendzierski, Chief of Staff, 7th Signal Command (Theater), hosted the ceremony. Rosado, who has commanded the 7SC(T) HHC since Aug 2024, passed the unit's colors to Kendzierski, who passed them to Herlihy.
In his remarks, Kendzierski recognized Capt. Rosado’s many accomplishments during her tenure as company commander. “She came in brimming with enthusiasm and ideas for engaging the workforce, improving esprit de corps and morale, and building a stronger HHC team between Fort Gordon and Fort Meade,” he said.
Kendzierski added, “Sophie also advocated for building up the HHC team to the level we need to keep this command running—so leadership and staff can focus on accomplishing the mission and supporting our subordinate units.”
In her remarks, Capt. Rosado thanked Brig. Gen. Eric Van Den Bosch and Brig. Gen. Anne-Marie Wiersgalla for their “guidance, mentorship and trust throughout my command.” She then thanked the chiefs of staff she served under, Col. Jason Kendzierski and Col. Michael Duval, for their support.
Rosado also expressed gratitude for HHC team and the Soldiers and Civilians of the Command. “The 7th team is full of some of the most hardworking, intelligent, selfless, and genuinely caring leaders I’ve ever met... Every section, every special staff member, SGS, current and past—you consistently go above and beyond your duties to do the right thing and take care of others,” she remarked.
The new company commander, Capt. Michael J. Herlihy, hails from Livermore, CA. He graduated from the University of California, Santa Barbara, with a Bachelor of Science in mathematics and statistics and was commissioned through Officer Candidate School in April 2021. Herlihy previously served as executive officer in the 362nd Signal Company, now redesignated as the U.S. Army Network Enterprise Center Seoul; as Assistant S-3 and Plans Officer, 41st Strategic Signal Battalion, Camp Humphreys, South Korea; and as a Recruiting Operations Officer in the Little Rock Recruiting Company, Little Rock, AR. Most recently he attended the Expeditionary Warfare School at the U.S. Marine Corps University in Quantico, VA.
Herlihy thanked the 7SC(T) leadership team for the opportunity and pledged to dedicate himself fully to the role. “I am fully committed to the mission, the high standards of this office and the Soldiers of this exceptional organization,” he said.
7th Signal Command (Theater) delivers resilient command, control, communications and computer capabilities to enable Army operations in the Continental United States and Global command and control across the full spectrum of Joint and Coalition multi-domain environments.
The Command has a split-based headquarters with operational components at Fort Meade, Maryland, and support components at Fort Gordon, Georgia. It has three subordinate signal brigades: the 21st Theater Signal Brigade, headquartered at Fort Detrick, Maryland; the 93d Theater Signal Brigade, headquartered at Fort Eustis, Virginia; and the 106th Theater Signal Brigade, headquartered at Fort Sam Houston, Texas.
